Village Council Legislation and Proceedings


The Office of the Village Clerk-Fiscal Officer is the custodian department of all records of legislation and proceedings of the Village Council of the Village of Rutland. The Village Clerk-Fiscal Officer attends meetings of the Village Council, keeps a record of its proceedings and attests and files all legislation and proceedings. To facilitate transparency and streamline access to these records, the Office of the Village Clerk-Fiscal Officer publishes them below. Records prior to legislative year 2020 may be accessed in the Office of the Village Clerk-Fiscal Officer during regular business hours.

As the legislative authority of the Village of Rutland, the Rutland Village Council passes legislation governing the affairs of the Village as well as enacting local laws to preserve the public health, safety, and general welfare. Legislation of the Village Council includes Council resolutions and municipal ordinances. Resolutions are adopted for internal governance, or for measures that are special or temporary. Ordinances are passed to enact a local law, appropriate or transfer public funds, sale or transfer property, and grant easements, rights and franchises.
