A Welcome from the Mayor

Welcome to the Village of Rutland! Founded in 1799 and incorporated in 1913, the Village of Rutland has stood as a small, bucolic community in Meigs County, Ohio for over 220 years, situated a very short commute from the county seat resting along the majestic Ohio River. The home of the Red Devil dynasty, Rutland was settled by natives from Rutland, Massachusetts and Rutland, Vermont with a history rich in agriculture and livestock, coal mining and railroading.

Today, with its annual recreational events, beautiful parks, quiet streets, rural scenery, small hometown businesses, nearby state-of-the-art schools, healthcare facilities and diverse industry, the community nestled in the peaceful rolling hills of southeast Ohio is prime for raising a family and enjoying the small American town feel.

As Mayor of the Village of Rutland, I am proud to serve as the highest elected official of this great community, working closely with the Council, the citizens and the stakeholders alike in dedicating each day as a day in which we strive for excellence in community and municipal leadership. In despite of our community's unique challenges, I'm confident that in uniting together, our potentials are plentiful and our future is bright. As Helen Keller once said, "Alone we can do so little; together we can do so much."

The many valued citizens of Rutland are encouraged to visit my office and share with me their concerns and visions of our fine community. Likewise, each of them are urged to get involved in our town events and meetings. Their concerns and visions for the success of the Village of Rutland deserve full attention; are important, worthy and useful.

Let us continue to move forward with ambition and optimism and most importantly, let us transform Rutland into the model small American community of the twenty-first century.

Powers and Duties of the Mayor

The Mayor is the chief executive officer and directs and oversees all executive agencies, departments and offices of the Village of Rutland under the general direction and supervision of the Village Council. In this function, the Mayor directs and oversees the daily operations of the Village pursuant to direction and policy of the Village Council. The Mayor is additionally charged with ensuring public safety and to that end, ensures that the ordinances and resolutions of the Village of Rutland are enforced.

In addition to serving as chief executive officer, the Mayor also serves as the presiding officer of the Village of Rutland Mayor's Court and receives and hears cases involving criminal and traffic violations which are misdemeanor in nature.

The Mayor also presides over legislative sessions of the Village Council and authenticates by his signature all municipal legislation.

Mayor's Promises, Service and Accomplishments

As Mayor, Tyler M. Eblin is committed to creating simple government that works for Rutland families; facilitating complete transparency through programs never utilized before; balancing the budget and reducing the general fund deficit; improving public facilities and services to enhance the quality of life.

Mayor Eblin promised voters that he would work for them, rebuild public trust, expand the revenue base and improve the community's overall quality of life through measures that he is confident will be effective.

Mayor Eblin presents a proclamation to Lori Miller, organizer of Wreath Adventures, recognizing the organization's efforts during National Wreaths Across America Day.

Mayor Tyler M. Eblin

Born June 1, 1995 at Pleasant Valley Hospital in Point Pleasant, West Virginia to Mr. and Mrs. Michael and Robin Eblin, Mayor Tyler M. Eblin has been a resident of the Village of Rutland for 25 years.

An alumnus of the Meigs High School Class of 2013, Mayor Eblin received a number of distinguished awards, certificates and scholarships, including the American Red Cross Red Cord Honors Program, the Home Health Nursing Certificate, Nursing Assistant Training and Competency Certificate, the Phlebotomy Science Certificate and was a member of the Career Technical Program.

Mayor Eblin majored in practical nursing technology at Buckeye Hills Career Center, from which he successfully obtained his Diploma in Practical Nursing. Mayor Eblin achieved a maximum score on the National Council Licensure Examination for Practical Nurses and became a Licensed Practical Nurse on November 2, 2015.

Mayor Eblin later became a member of the Village Council with whom he served a short tenure and thereafter joined community members in creating a corporation for nonprofit known as Friends of Rutland as a community improvement oriented organization.

Tyler M. Eblin assumed the Office of Mayor of the Village of Rutland on January 1, 2020 upon a swearing-in ceremony with The Honorable Scott Powell, Judge of Meigs County Probate Court.
