MILLER'S GAS STATION ABATEMENT PROJECT
The Village of Rutland Miller's Gas Station Abatement Project is centered on the abatement of the Joe's Country Market, known to the locals as "Miller's Gas Station", the removal of underground storage tanks presenting potential hazards to the community and site remediation through a collaborative effort and partnership with Tetra Tech, the Ohio Department of Development and the Ohio Bureau of Underground Storage Tank Regulation.

Budget and Funding
The Project budget was $250,000. Funding was provided in full by the Ohio Department of Development via the Ohio Abandoned Gas Station Clean-Up Program. Tetra Tech was the EPA engineering contractor employed by the Village of Rutland to complete the project.
Phases and Project Components
Phase 1. Pre-Demolition Asbestos Survey and Asbestos Abatement
✅ Phase Completed
Phase 1-A included a comprehensive site assessment to identify asbestos prior to demolition activity. The pre-demolition asbestos survey was completed by Tetra Tech under a contractual agreement with the Village of Rutland. Phase 1-B includes abatement of any asbestos identified. Tetra Tech located asbestos in a small section of floor tile in an auxiliary room of the building and was subsequently removed.
Phase 2. Demolition of Building, Fuel Canopy and UST Removal

Phase 2 included the demolition of the former Miller's Gas Station building and fuel canopy, as well as the removal of all underground storage tanks once utilized for the storage of gasoline.
Phase 3. Soil Sampling
✅ Phase Completed
Phase 3 included the sampling of soil at and near the site of the former Miller's Gas Station to identify potential soil contamination caused by any breakdown of and leakage from the underground storage tanks.
Phase 4. Final Report
✅ Phase Completed
Phase 4 included the preparation and issuance of a final report to the Village of Rutland, the Ohio Department of Development and the Ohio Bureau of Underground Storage Tank Regulation. Tetra Tech found six soil contaminants of concern and five groundwater contaminants of concern at or near the site caused by leakage from underground storage tanks, however, has confirmed there is no reason for public alarm or threat to the municipal water supply. With the removal of the undergound storage tanks, there is no threat of further leakage of contamination to soil or groundwater.
