Backpacks and Vests can be unlocked via Production-Chips (Data-Chips) found in game on missions, on the floor or in boxes/crates/caches as a rewards from Missions and by trading with the Corporations/Factions!
Bartering and Mission rewards can also consist of Backpacks and Vests.

Backpacks and some Vests can be repaired with cloth type items such as Rags and with Demon Shards.
VESTs "reload -2 or -1" only apply when using the ammo from vest-slots (your quick-bar 1,2,3,4 keys (default).
The Number represents "Actions" used.
The in-game stats for Vests and bags only state the "maximimum capacity" of slots somehow.
If it says "SIZE 3" in for example at the Rookie Vest, it means when you wear it you have 3 slots, but in reality you already have 1 slot with any vest, it just adds +2 slots to whatever your slots amount actually is. That is why i only display the slots you actually get, in the example of Rookie it is +2.
