This section establishes the theoretical and computational framework for Urban Value Optimization, focusing on the efficient allocation and enhancement of urban value within the Urban Value Field (UVF). Building upon the principles of Urban Value Field Economics (UVFE), it introduces mathematical optimization models, objective functions, and multi-dimensional constraints for evaluating alternative urban development strategies. The section explores advanced optimization techniques, including spatial optimization, multi-objective optimization, artificial intelligence (AI), and scenario-based simulation, to support evidence-based planning and decision-making. By integrating Geographic Information Systems (GIS), Digital Twins, and Decision Support Systems (DSS), the framework enables the identification of optimal land-use patterns, infrastructure investments, and resource allocation strategies that maximize economic efficiency, social benefits, and environmental sustainability. This integrated approach provides a scientific foundation for intelligent urban planning, adaptive policy design, and sustainable metropolitan governance.
