Teacher-related data is crucial for monitoring teacher quality, determining projection, resource distribution and other key teacher issues. The data can help inform policymaking and planning. One of the keys thematic indicator framework on SDG4 has a specific indicator to monitor Target 4.c #43: Percentage of teachers who received in-service training in the last 12 months by type of training. However, monitoring of in-service teacher training (INSET) programmes is still limited in many countries, including Lao PDR, despite having developed and implemented different INSET programmes to support teachers and update their theoretical knowledge and pedagogical skills as well as increase their competencies to the national and international standards.
Workshop on "Development of Data Collection tools on Teachers"

In response to the consultative meeting on "Database System for In-service Teacher", organized on January 2018, MoES has developed the Lao Education and Sports Management Information System (LESMIS) tools for collecting students, teachers/staff and other relevant data.
To ensure the collection of the sex-disaggregated data on teachers response to the needs of teachers-related indicators, this workshop brought together 38 concerned officials from central level, and district and provincial level (11F) to finalize draft data collection tools and to identify data collection mechanism.

Next steps in 2021
Support the revision/adaptation of data collection tool to serve the purpose of collecting data and to ensure that the data collected can be combined with LESMIS data to generate indicators.
Support of DTE in reviewing gaps in teacher-related data that are currently collected by EMIS/LESMIS and PMIS.
Pilot the draft data collection tool
Revise and finalize the tool, and engage a software company to improve/expand TEMIS to include INSET data collection.
Explore the opportunity in testing the data collection during the roll out of 2021 nationwide INSET.
