The development of the Comprehensive National Teacher Policy is led by the Ministry of Education and Sports, and undertaken by members of the appointed Drafting Committee with technical support of UNESCO's international and national consultants as well as staff members of UNESCO HQ, UNESCO Bangkok and the International Task Force on Teachers for Education 2030.
The drafting process is divided into three phases:
Phase I for Dimensions 1 to 4: teacher recruitment and retention, teacher deployment, teacher education (initial and continuing, and career structures/paths;
Phase II for Dimensions 5 to 10: teacher employment and working conditions, teacher reward and remuneration, teacher standards, teacher accountability, school governance and school leadership, and crises and emergencies; and
Phase III for the costed implementation plans of the National Teacher Policy.
Each phase consists of a series of drafting and revision workshops.
After each phase, the draft teacher policy will be reviewed by the Review Committee, appointed by the Minister for Education and Sports.

Fact Verification Workshop

This workshop was organized to gather relevant information that is still missing, and to verify some facts as needed across all four dimensions. Apart from the Drafting Team, Director General of Department of Teacher Education and Department of Higher Education were invited to participate in the workshop.

This workshop was organized to for drafting committee to work with international and national consultants to strengthen the draft policy of dimension 5-8; as well as for the drafting team to start working on dimension 9 and 10 of the policy.
