1.Why is there a Cash and WASH Technical Working Group (TWG)?

“When the conditions are right, receiving cash gives people more choice to direct their own recovery and prioritise their needs”.
The purpose of this technical working group (TWG) is to explore when Cash and Voucher Assistance (CVA) and more broadly Market-Based Programming (MBP) can be best used in the Red Cross Red Crescent (RCRC) Movement for WASH outcomes. It is to reflect upon what we currently do, when it is appropriate and when not, and how we can undertake it effectively to support WASH interventions.

2.Who can join this Cash and WASH TWG?

  • Members from the Red Cross Red Crescent Movement i.e., the ICRC, IFRC and NSs (with the aim of having good geographical coverage)

  • Individuals with experience/interest in CVA and MBP and/or specialisation in WASH

3.What is the aim of the Cash and WASH TWG?

To strengthen the understanding of the Red Cross Red Crescent Movement WASH practitioners and its engagement with CVA and MBP approaches when designing and implementing WASH interventions. The TWG has established three workstreams:

  • Knowledge sharing and gathering of materials relating to Cash and WASH

  • Guidelines and training program on WASH and CVA

  • Implementation and partnerships

4.How does the Cash and WASH TWG work?

  • Monthly (online) plenary meetings and continuous contributions, reading, submeetings to advance the TWG activities (minimum commitment of 1 day per month per individual)

  • The time frame is over four years:

    • Phase 1 - From Oct 2020 to Mar 2021 (6 months)
      (including intro paper, outreach and mapping of experiences)

    • Phase 2 – From Apr 2021 to Dec 2021 (9 months)
      (including road map and further outreach)

    • Phase 3 - From Nov 2021 to Oct 2024 (3 years)
      (implementation of the road map and monitoring and evaluation)

  • Inclusive outreach including translation of key information in the main official IFRC languages

  • Dissemination of results via online events and a designated homepage
