Evidence-building for cash and markets for WASH in emergencies - final version

The Evidence-building for cash and markets for WASH in emergencies was first launched by the GWC in December 2020. Its final edited version is now available. The Summary of Findings of this report is also available in Arabic , French and Spanish.

This study reviewed all available documents which describe practices related to the use of market support or CVA modalities to achieve WASH outcomes and impact in emergencies, as well as documents which describe the evidence of effect of these modalities on WASH outcomes.

What does "Cash" mean for WASH Outcomes? webinars
Two webinars were carried out on 30th and 31st March 2021 to introduce the work of the Technical Working Group, where the events gathered a total of 100 people from various National Societies, IFRC and ICRC. The evaluation poll at the end of the sessions indicated that participants have a better understanding on Cash and WASH (86% of the votes) and all of them would like to have further updates on the topic after the webinar.

This document has been prepared by the members of the Cash and Voucher Assistance and WASH Interventions Technical Working Group and is intended for both WASH and Cash practitioners as well as programme managers who want to understand and explore how cash and voucher assistance can support WASH outcomes. Also available in
French and Arabic.

Giving disaster affected people cash and voucher assistance is a growing and critical part of humanitarian action with the potential to drive transformational change in the architecture and ways of working for aid agencies. We believe people affected by crisis should be at the centre of humanitarian response and empowered to recover with dignity. When the conditions are right, receiving cash gives people more choice to direct their own recovery and prioritise their needs.[1]

The International Red Cross and Red Crescent Movement has been implementing Cash and Voucher Assistance (CVA) and investing in cash preparedness for many years. The Movement is uniquely placed to become a world leader in the provision of cash and voucher assistance in emergencies. The IFRC’s Cash Roadmap highlights the IFRC commitment of increasing CVA whilst recognising the need to invest in cash preparedness and organisational mainstreaming to achieve this. The IFRC, ICRC and several Partner National Societies (PNS) have been supported the institutionalization of cash and voucher assistance within several National Societies since 2012 to help integrate cash assistance into NSs disaster response activities.

Resources and tools for cash preparedness are available on rcmcash.org and on cash-hub.org. The Cash Hub platform was launched in 2018 to accelerate the use and the scale-up of cash assistance in the International Red Cross and Red Crescent Movement, offering a repository of resources and information on cash assistance operations of the Movement. Both of the platforms offer wide range of resources to the Movement to support NSs in carrying out CVA responses as well as helping them being cash ready by following the Movement cash preparedness approaches. Cash preparedness investment also considered different National Society contexts, development processes and partner resources and priorities.

As WASH practitioners, we would like to develop a dedicated Technical Working Group to strengthen the WASH members’ understanding of and engagement with market-based approaches when designing and implementing WASH interventions. This will be done in coordination with the Cash Hub platform. The first part of the work of the Technical Working Group will be to develop the Terms of Reference and the Road Map for this group.
