The judicial branch of government needs defined confines of the law ( from the legislature) to judge if groups are in compliance with the mission statement expressed in the preamble of the US Constitution.
The translation of mission statements to measurable performance criteria is a normal occurrence with business consulting services even if the process is not universally understood or readily communicated.
The lofty goals of the preamble were not debated when the constitution was ratified. Undeniably it set expectations of the ratifiers (and ought to still be the expectation) for the nonprofit service organization we call the federal government. It would be a stabilizing improvement to develop measurable performance criteria for government based on the preamble.
When any type of organization tries to achieve their mission they will have different degrees of success. Some resource poor organizations of self governance will have few options after satisfying the need for simple survival of their people. A nation as great as the USA has every option available for it's governing processes. In both cases the results should form a normal distribution with standard deviations from the known agreed upon goals.
This document needs an overview of the critical path method for project estimating and measurements that are referenced by explanations of the triage suggestions.
Someday planks in political platforms could even have viable plans so voters can know what is being promised, reported and measured like most directors expect to be provided.
