Rubrics do not have the option to directly send or copy to another course or professor. Instead, you will need to create a blank assignment and use that to "share" the rubric somewhere else.
Create a blank assignment
Create this assignment in your current course or a sandbox. This is just a place holder!
Leave everything blank, no points, no submission (See screenshot below!)
Add the rubric to the assignment
If you already have the rubric built, just click "Add Rubric" below the assignment area and select Find Rubric to select it.
If you're adding the rubric, click "Add Rubric" below the assignment, then type or paste all rubric information. (Remember to put high marks toward the left!)
Save the assignment but leave it UNpublished!
Share the blank assignment
Click the 3 dots by the assignment (in module or when viewing the assignment) and share it!
"Send to..." allows you to send this assignment to another person
"Copy to..." allows you to directly add this assignment to another course. If the course you're wanting to send it to is a course you don't have access to, your department chair and/or dean will be able to access the course for you. (Or just use the Send To feature instead to send it to another instructor)

If you copied the assignment/rubric to another course, it will immediately be available.
If you sent the assignment/rubric to somewith with "Send to..", they will see a notification by their picture in Canvas. They must click "Account" and "Shared Content". From there they can decide where they'd like to send the assignment/rubric.
