As far as stats go, Wizards need to train the following:
Intelligence to at least 18
Constitution to at least 18
Strength to as close to 18 as possible.
Ideally you want these three stats at 25 with potions.
Deity favor has no effect on the strength of your spells.
Drow are still the best race for offensive target & misc target bonus
Elves are still the best for defensive target (service builds)
Gnomes & Drow still both get the best area bonus (but why would you ever?) & Gnomes also get an insane item & item.subskills bonus. Humans get special, but other than that they suck aside from having base 13s to all stats. Drow, Gnomes & Elves get an int bonus, but suffer greatly in the con & strength departments. Other races aren't worth mentioning for a Wizard unless you like to suck & I'm not talking about your orientational preferences. Anyway here it is, 2023 version. Enjoy.

Magic:
magic.spells.offensive.target to 300 This determines how many rays Prismatic Spray gets & how strong they are. You want it over 800 at max, even if it means taking deaths unless you're planning to be a service bot.
magic.spells.offensive to 300
magic.spells.defensive.self to 300 This determines how many layers each of your layer spells end up with. Caps have been removed so you can easily sacrifice offense for additional layers if you really want to... unless you're intentionally trying to be that guy that has 20 prismatic spheres just to piss off melee classes, and make Yraennyn freeze you & then die to her after you fear her into you.
magic.spells.misc.target to 300 - This is what silence runs off of. Silence makes other casters your bitch.
OPTIONAL Max for extra layers - recommended for Elves (Elves get a +6 to m.s.d) magic.spells.defensive to 300
OPTIONAL Max for better silence - recommended for Drow, Gnomes, Humans (Drow get a +4 to m.s.m & a +6 to m.s.m.t specifically so you're definitely going to have a stronger & better silence by doing this) magic.spells.misc to 300
magic.spells to 300
OPTIONAL (magic.spells.defensive & magic.spells.misc to 300)
magic to 300
magic.items.staff to 350
magic.items.rod or scroll (pick one) to 350 (Scrolls are useful and having a skill high enough to prevent them from backfiring all the time is really useful. Especially since it saves you 3 or 4 potential teleport location choices)
magic.items to 350 (at the Main Guild or an Annex or tower. There are several, everywhere.)
STOP - You should be about level 385.
Now it's time to do your "temple max" to overmax magic.items
In order to do so, "cast teleport to location obelisk"
magic.items to 517 (At the obelisk, it will cost you about 375 million xp to get from magic.items of 350 to 517.)
By the time you finish your temple max,
you will have Rainbow value to your "Enchant", & "Prismatic Weapon" spells.
Your "Reduce Weight" spell will be 95.5%, or cause most items to "weigh" 10, cause your mind is strong, but otherwise you're a weakling & Umber Hulk Eyes are a joke...
