Article VI Conduct of Meets
1- Regulations will be in accordance with the National Federation of State High School Associations’ (NFHS) Swimming and Diving Rules Book. Three Swimming and Diving Rules Book per team will be purchased by the league on a tri-annual basis.
Article VIII Guidelines for Volunteers
1-Everyone associated with the operation of a swim meet is an official and all are important people, therefore it is important that all officials have reasonable knowledge of their job. Good officials ensure a good meet and a productive experience for the swimmers. Poor, inconsistent or indecisive officiating results in a disorganized meet, protested results, dissatisfaction and a negative experience for the swimmers.
2-For these reasons the Shenandoah Swim League will conduct clinics for officials. The by-laws that follow are designed as a reference, not as a substitute for a clinic. Attendance at a clinic is mandatory for all referees, starters, and stroke and turn judges. A stroke and turn judge, for example, must see the difference between a proper and an improper butterfly kick; reading about it is not enough. After seeing the difference, these by-laws will help you remember what you saw. *USA Officials only need to be updated on the differences for our league, not mandatory to be at the meeting.
3-All meet officials are expected to maintain neutrality by refraining from jumping, shouting or cheering for an individual swimmer or team.
4-Officials should never overlook one important fact; that meets are for the swimmers, they have all worked hard to improve their strokes and times and they all deserve an equal chance. Swimming rules are designed to provide fair and consistent equal conditions at every meet, but their effectiveness can only be measured by proper interpretation and fair application. Therefore, it is imperative that officials fully understand the rules and their responsibilities in applying them. At all times, application of the rules coupled with common sense and good judgment should apply.

10- Stroke and Turn Judges: The NFHS technical rules for swimming are actually standards of perfection. Decisions regarding stroke and turns must be flexible to consistent judgment. There should be a minimum of 4 S&T judges in addition to the referee. The S&T judge must personally observe the infraction, should give the swimmer the benefit of any reasonable doubt and disregard the opinions of others regarding the legality of a stroke or turn. S&T judges need to walk and position themselves along the side and/or end of the pool observing the closest lanes assigned to them noting the correctness and completeness of the particular stroke and turn.
11- Infraction: Raise one hand with an open palm. Record the violation on the DQ Slip provided including as much information as possible (heat, lane, name, and a good description of the infraction). Initial/sign the slip and hand it to a runner who will take it to the referee.

16-Clerk of Course: The clerk of course job is critical to the success of an event. It will ensure that the appropriate swimmers are marshaled to the starting lanes for each event. There should be a Clerk representing each team and at minimum two to three more volunteers. *Refer to the Clerk of Course Job description for details of this role.

17-Computer Person: Host team is responsible for running the meet manager software. The computer person is required to record the results as they come in and print final reports and make results available in electronic format to both teams.
