This document is not a plea; it's the Founding Act of a New Era.

PREAMBLE

We, the Miners of New Eden, are no longer your ‘silent pillars’. We are the IRON FOUNDATION upon which every single galactic empire stands. We operate in the depths you fear, extracting the raw materials that make your entire fragile existence possible.

WE DO NOT DEMAND. WE ASSERT OUR UNEQUIVOCAL POWER.

🛑 YOUR DEPENDENCE IS OUR WEAPON

It is a glaring truth, carved into the asteroids themselves: NOTHING EXISTS WITHOUT US.

Warships, orbital stations, weapons you use for your foolish glory, ammunition, even the implants that keep you alive: everything comes from the products we extract from rock, ice and moons. Without our relentless, laborious work, New Eden would be nothing but a cosmic void.

WE ARE THE SEED FROM WHICH EVERYTHING IS BORN. WE ARE THE CRITICAL ESSENCE OF THIS UNIVERSE.

😡 ENOUGH CONTEMPT AND SACRIFICE

Yet your response to our vital role is CONTEMPT and SABOTAGE.

We are targeted like prey by gankers and bumpers who know nothing but destruction.

Our merit and honour are DENIED.

CCP itself deliberately starves us, especially in Hi-Sec, with a CHRONIC SHORTAGE of high-value asteroids, preventing our economic growth.

WE ARE NOT JUST MISTREATED: WE ARE INTENTIONALLY SUFFOCATED.

This situation is OVER. We will no longer accept being the economic slaves who keep afloat a system that oppresses us.

The fact that we cannot even install a simple lunar mining station because of predatory war corps whose sole mission is to destroy miners' activities is proof that the system is ROTTEN.

This farce is EXASPERATING, POINTLESS and a direct threat to the entire galactic economy.

WE DEMAND RESPECT, SAFETY and a FAIR SHARE of the wealth we produce, OR THIS SYSTEM WILL BE SHATTERED!

Therefore, we establish the following Inviolable Principles and their corresponding Executive Plans. 

I. 🛡️ INVIOLABLE PRINCIPLES OF THE MINER

Article I: Right to Operational Security – Stop the Gankers

It is the absolute right of every Space Miner to operate freely and without fear. No mining vessel, nor its crew, shall be the target of unprovoked and premeditated attacks (Ganking) aimed at its destruction for mere profit or malice or fun.

Article II: Right to Economic Abundance – Rare and Easy Wealth

It is the inalienable right of the Space Miner to find a significantly greater and more consistent quantity of rare, precious, and high-yield economic minerals ($$$$). This increase must be tangibly noticeable and abundant even within High-Security (HISEC) systems.

Article III: Right to Immediate Response – Speed of Space Justice

It is the vital right of every struggling Space Miner to be protected with maximum speed and effectiveness by law enforcement and the Space Police. The response to any hostile act must not suffer procedural delays.

Article IV: Right to Secure Logistical Access – Trap-Free LOWSEC

It is the fundamental right of the Miner, acknowledging the inherent risk in Low-Security (LOWSEC) zones, to traverse or access them for logistical or extraction purposes without being automatically and arbitrarily shot at, given the defenseless nature of mining vessels.

II. ⚖️ EXECUTIVE REGULATION: SANCTIONS AGAINST GANKERS

(In reference to Articles I and III)

Anyone who attacks a space mining unit without provocation must be recognised as an enemy of the New Eden Economy and publicly declared as such.

Space Law Enforcement must impose the following immediate and progressive sanctions on anyone who unprovokedly attacks a mining unit:

• Material Sanction: Immediate Destruction and Total Confiscation of the aggressor's vessel.

• Financial Sanction (Blood Tax): Forced withdrawal equal to three times (3x) the estimated ISK value of the destroyed mining ship and its cargo, to be remitted to the victim Miner.

• Status Sanction: Immediate and drastic reduction of the Security Status, resulting in permanent exile (or for at least six galactic months) from HISEC systems.

• Collective Sanction: Imposition of an Extraordinary Tax of 5% on the Corporation's profits if the aggressor is a member of an organization, to be allocated to a "Miner Compensation Fund."

• Preventive Measures: Establishment of Temporary Exclusion Zones near stargates, where suspicious non-mining armed vessels are subject to tracking and potential preemptive destruction for "probable hostile behavior."

III. 💎 OPERATIONAL PLAN: GUARANTEE OF ABUNDANCE (Article II)

To implement the Right to Economic Abundance and acknowledge the Miner's value, the immediate adoption of the following operational changes to the HISEC system ecology is required:

A. Rare Mineral Injections (Gated Spawns)

1. Protected Veins: Introduction of new "Protected" asteroid field types in HISEC systems. These fields must contain guaranteed quantities of rare minerals (e.g., Jita-Quality Ores like Mercoxit and Crocyt) with a spawn probability ten times (10x) higher than previously.

2. Rarity Thresholds: No HISEC system shall fall below a minimum daily availability threshold of valuable minerals. If the availability of valuable minerals drops below a fixed percentage, the system must immediately generate new high-yield asteroid fields.

3. Frequent Mining Anomalies: Increase the frequency of "Mining Anomalies" (similar to those generating gas or ice) that contain high concentrations of T2 and T3 Minerals, making HISEC mining strategically vital.

B. HISEC Mining Efficiency Improvement

1. Regional Mining Boost: Implementation of a Mining Efficiency Bonus (e.g., +10% extraction velocity or +5% yield) for all mining ships operating in HISEC. This incentivizes safe work and makes the activity more profitable.

2. Risk Reduction: Rare minerals extracted in HISEC must have a Unit Volume reduced by 15% compared to their LOWSEC/NULLSEC counterparts. This facilitates safer transport, reducing the number of trips and thus the logistical risk exposure.

FINAL CONCLUSION

This Manifesto, with its Executive Plans, establishes the new social contract for the Miners of New Eden. Our safety is non-negotiable; our well-being is the foundation of galactic prosperity. The Authorities are hereby notified.
