Neighborhood Selection Guide

The following steps will assist the implementer to identify neighborhoods eligible for deployment of the SaniPath Exposure Assessment Tool. The key is to identify communities that have poor sanitation resulting from inadequate fecal sludge management that poses risk to the public health.

1. Identify key informants who are knowledgeable about the city because this is critical for neighborhood selection. Key informants should be selected from government agencies, non-governmental agencies, and community based groups to ensure that a broad range of neighborhoods are captured. Government agencies, non-governmental agencies, and community based groups responsible and actively working in water and sanitation, who make decisions and can influence policy, should be targeted as key informants.

2. Make a list of the number of neighborhoods with poor sanitation identified from key informant interviews. If possible, either convene a stakeholder expert committee or send the list to identified key informants to review and prioritize the list. The prioritization should be based on which neighborhoods are the most in need of immediate action and/or planned intervention within the city.

3. Rank the neighborhoods from the key informants’ prioritized list, considering resources of the implementer to determine neighborhood(s) to deploy the SaniPath Tool. Consideration should be given to the safety of enumerators and lab staff in the selection neighborhood(s).

Enumerator Selection Guide

The key competency of an enumerator is experience collecting survey data with either a mobile device or a paper form. Experience with using a mobile device can be considered as a preferred skill. The enumerator must have at least a first degree or diploma. The following steps will guide selection of an enumerator for SaniPath Tool deployment.

1. Advertise for the enumerator position in both social media and print platforms. Ensure that the job description states that the candidate must be fluent in the language pertaining to the selected neighborhood(s).

2. Rank candidates’ curriculum vitae (CV) based on previous survey experience. Interview ranked candidates and test their proficiency in mobile survey data collection and language fluency.

3. Select successful enumerators for training based on planned resources for deployment.

a. Be sure to select an equal representation of male and female enumerators. This is essential for the different types of surveys to be conducted.

b. If possible, train at least 2 more enumerators (male and a female) than the required number of enumerators for deployment as alternatives.

Laboratory Selection Guide

A laboratory qualified to carry out a SaniPath deployment should have the necessary equipment, qualified staff, and experience with membrane filtration or IDEXX method for the detection of E.coli. See SaniPath supplies list (IDEXX List and Membrane Filtration List) for necessary equipment and consumables needed. The following steps will guide the selection of a laboratory to carry out analysis of SaniPath samples:

1. Identify key informants with experience working with local laboratories. Key informants can be identified through universities with programs specialized in biology, environmental science, water and wastewater, and any other laboratory related programs. In addition, key informants can be identified through national research institutions, national or municipal water companies, or private laboratories specialized in water, wastewater, or environmental biology.

2. Interview key informants to recommend laboratories nationally recognized, certified, respected and capable of analyzing SaniPath samples.

3. Visit the recommended laboratories and rank them according to capacity (experience and staff) to analyze SaniPath samples and cost of conducting sample collection and analysis per laboratory.

4. Select the most suitable laboratory based on the above recommendations.
