Eli Webb was born July 23, 1851 in Crewkerne, England to Simon and Elizabeth Rowsell Webb. Eli is a Pioneer of Richmond.
In 1860, the Webb family converted to the Church of Jesus Christ of Latter-day Saints and Eli was baptized on Jan 1, 1860. Soon after, the Webb family began preparations to move to the United States of America to live with the Saints. They boarded the Manchester on May 6, 1862 in Liverpool and sailed to New York City, New York on June 12, 1862.2 The Webb family traveled to Florence, Nebraska Territory, and joined the Henry W. Miller Company on Aug 5, 1862. The Webb family arrived in the Salt Lake Valley on Oct 18.
In the Miller Company was Richmond citizen Judson Shepard. When the company was near Utah, Jusdon approached the Webb family about moving to Richmond. The Webb family accepted the invitation and moved to Richmond in 1862.
Eli was educated at the Double Log School during the winter of 1862-1863. It was the only school he received in Richmond.
In 1869, Eli and his father traveled to Salt Lake City to welcome his uncle Samuel to the territory. While there, Eli's father recognized his old friend from England, Thomas Ashment Sr. Eli's father invited Thomas and his family to move to Richmond. Among the Ashment family was Helena, Thomas' second oldest child. Eli and Helena were married on May 6, 1872 in the Endowment House, Salt Lake City, Utah.
In 1898, Eli began the construction of a large, permanent home on South State St.
"Late in life, Helena’s health began to fail. Rheumatism set in and though partly cured at Lava Hot Springs, it bothered her for the rest of her life. A short time later an operation for gall bladder trouble was necessary. On September 14, 1931 she had a stroke which left her right arm helpless. This required Eli to dress and undress her and do a major part of the cooking. He did this for a year and a half when she had another series of strokes. She died on March 7, 1933 at the age of 81."
After Helena's death, Eli moved in with his children.

Eli Webb died Sep 14, 1934 in Preston, Idaho. He was buried in a large cement grave in the Richmond Cemetery, one of the only in the cemetery.
