When you Join PD you will be rules to follow with disarming people that you have to follow to make sure that you do not get punishments while going around the city with firearms. Video is shown below
When there is a hostage situation where you feel that you can not call off negotiations normally you can do a critical shot. The reason to do one are as followed they have a hostage in /TH and they have got all warning/ need negotiating, they can also be used if there are more then one suspect to make sure that on one gets hurt in the after situation. You can never critical shot someone if they have a melee weapon out like a knife/ non-lethal if that is the case you call of negotiations like normal
