MS DOS/MicroSoft Disk Operating System CLI/Command Line Interface...(all text based commands)...was the original Windows UI/User Interface.
Only much later on, did they decide to switch over to using the GUI/Graphical User Interface of Windows 95/98/XP/-etc. (which uses the WIMP system: Windows/Icons/Mouse/Pointers instead to issue commands).
MS DOS/MicroSoft Disk Operating System, is a text based computer OS/Operating System.
Just like most other computer OS/Operating Systems...MS DOS can be used to do such things as...
disk/file management (show/hide/delete/copy/rename files/create folders/sub-folders/...)
write program files such as: batch files: [.bat]/Visual BASIC Script[.vbs]/or, program files using any other filename extension: [.html/.css/.js/...]
launch programs: notepad/wordpad/mspaint/calc/explorer...
do networking: [ipconfig]/[netstats]/...
-etc.
Even if you are using a modern day Windows GUI/Graphical User Interface...such as is the latest Windows 10 Professional; then, it's still possible to be able to access the old style MS DOS Command Prompt...which, normally, displays as being a black background window...into which it's possible to type commands.
Inside of the Windows Taskbar...which, usually, displays at the bottom of your screen...; type into the search box:
cmd
this should display a 'Command Prompt' window icon...which is, automatically, 'highlighted';
then, next, press the [Enter] key

the MS DOS Prompt looks like this:
C:>
...and, you type in your commands after the prompt such as...
C:> ver
...this command will display which particular version of Microsoft Windows you are, currently, using.
-(NOTE: Very kindly, please, do remember to press the [Enter] key after typing in your command...; otherwise, absolutely nothing happens...; and, you could end up waiting around all day/night long...wondering why is nothing happening, yet...?!)-
