The purpose of this chapter is to establish guidelines for certifications. These certifications include HEAT (Highway Enforcement of Aggressive Traffic), BIKE (self-explanatory), HRT (Helicopter Response Team), FIT (Firearms Instruction Training), and any additional certifications to be added in the future.
HRT (Air-1 / Helicopters):

Rank Required to Use HRT: Officer
Conditions to Use: There must be 5 officers clocked in and on patrol to pull out Air-1
FIT (Shoulder-Mounted Weapons):
Rank Required to Certify: Probationarry Officer
Rank Required to Use Class-2 Firearms: Officer // Senior Officer for NV Rifle // Sergeant for Sniper Rifle
Weapon(s) authorized: Officer: PDW, Shotgun, and Carbine Rifle // Senior Officer: NV Rifle // Sergeant: Sniper Rifle
Conditions to Use: The adversary must be actively using a shoulder-mounted or automatic firearm (class-2) for officers to use theirs. Match use of force to the max extent possible. Reference Chapter 4 - Use of Force
HEAT (Interceptors):

Conditions to Use: A 3:1 Officer to Vehicle ratio. For every 3 officers clocked in, 1 HEAT vehicle may be used. 6 officers to 2 HEAT vehicles, 9 officers to 3 HEAT vehicles. The max amount of HEAT vehicles out at once is capped at THREE.
BIKE (Motorcycle):

Rank Required to Use BIKE: Officer: BF400, Manchez, and Western Motorcycle // Senior Officer: Thrust and Shinobi
Conditions to Use: A 3:1 Officer to Vehicle Ratio. For every 3 officers clocked in, 1 BIKE vehicle may be used. 6 officers to 2 BIKES, 9 officers to 3 BIKES. The max amount of BIKES out at once is capped at THREE. May use the Western Motorcycle, BF400, and Manchez once Level 1 BIKE Certified.
CERTIFICATION TRAINING:
Phase 1: 10-15 minutes of setting up controls and going over any ROEs (rules of engagement)
Phase 2: Landings and Controllability:
Choose 3-5 places to test the individual’s ability to land (Examples: Maze Bank Tower, department roofs, between tight spaces, etc.)
Test individual’s ability to control the aircraft when flying between buildings and other tight spaces
Phase 3: Vehicle Chase
Examiner should be in a vehicle. Have the individual receiving the cert try to follow the examiner around while making proper callouts. This phase should only last approximately 5-10 minutes.
HRT SOPs:
Although you should try to seek out dedicated landing zones, if you are required to land due to unforeseen circumstances, attempt to land in an area free of obstructions and civilian foot and vehicle traffic.
If using the thermal camera, use common sense and do not power-game. You CANNOT see through buildings with a thermal camera.
CERTIFICATION TRAINING
Phase 1: 10-15 minutes going over any ROEs (rules of engagement) and the use of force matrix.
Phase 2 (large group): For large groups of trainees, we will head to Humane Labs or Cayo to conduct a couple of scenarios (active shooter, hostage, etc.) This portion should not take more than 1 hour.
Phase 2 (small group): for small groups of trainees, we will table-top the scenarios, go over all of the rules of engagement, etc.
Class-2 (FIT) SOPs:
You may carry your class-2 firearm, but may not use it unless a criminal is actively using a class-2 firearm as well.
Do not use your class-2 as an intimidation tactic.
Keep your class-2 secure on your person, in your locker, or in a locked vehicle at all times.
If you are only Level 1 Certified, you may only use the PDW and Shotgun.
If you are Level 2 Certified, you may use any of the PD-Issued Class 2 Firearms.
CERTIFICATION TRAINING:
Only required to complete the certification using one of the four HEAT vehicles. Trainee’s choice on which vehicle they would like to use to certify. Once certified, trainees may use any of the HEAT vehicles.
Using the racing tablet, the trainer will load up the HEAT/BIKE Certification Track (2 Laps) and have the trainee join the race. You will take the FASTEST of the two times. The time to beat is 2 MINUTES 30 SECONDS. The officer attempting to receive the certification gets 2 attempts per day to pass.
Certification testing will be accomplished using the rental interceptors with NO tuning upgrades.
HEAT SOPs:
A 3:1 Officer to Vehicle ratio. For every 3 officers clocked in, 1 HEAT vehicle may be used. 6 officers to 2 HEAT vehicles, 9 officers to 3 HEAT vehicles. The max amount of HEAT vehicles out at once is capped at THREE.
Do not PIT other vehicles using a HEAT vehicle.
Do not transfer suspects using a HEAT vehicle unless absolutely necessary
Use discretion. If the vehicle you are chasing is clearly not that fast, then have another officer in a normal patrol vehicle take over.
Only one HEAT vehicle on a pursuit.
Note: HEAT and BIKE do not supersede each other. If there are 3 officers clocked in, there may be one HEAT vehicle and one BIKE out.
CERTIFICATION TRAINING:
Two certification levels: level 1 and 2. Level 1 grants access to the Western Motorcycle and can be used at the rank of OFFICER. Level 2 grants access to the Shinobi and can be used at the rank of SENIOR OFFICER.
Using the racing tablet, the trainer will load up the HEAT/BIKE Certification Track (2 Laps) and have the trainee join the race. You will take the FASTEST of the two times.
The time to beat using the WESTERN MOTORCYCLE is 2 MINUTES 40 SECONDS.
The time to beat using the SHINOBI is 2 MINUTES 15 SECONDS.
The officer attempting to receive the certification(s) gets 2 attempts per day to pass.
Certification testing will be accomplished using the rental motorcycles with NO tuning upgrades.
BIKE SOPs:
