Description: Request to remove existing wood window shutters for replacement with new metal shutters at the front elevation of a Contributing rated 1-1/2 story, two-family residential building.
HDLC Design Guidelines:
Section , Pages 14-15 of the Guidelines for Windows and Doors state that, exterior shutters were historically used as shielding devices for windows and doors, providing privacy and protection from intruders and hurricanes. Batten; vertical board/rail and stile; and paneled shutters were installed to provide a solid barrier when closed. Louvered shutters, the most common shutter type in New Orleans, allow the control of light and air. Shutters were not used on all buildings or in all locations. Their use is often dependent on a building’s style.

The applicant is requesting to install new metal louvered shutters at various window openings on the left and right sides of the building, which can all be approved at the Staff level. However, the proposed work includes removal of two existing wood window shutters at the front elevation. The HDLC Design Guidelines recognize the improved longevity of metal shutters over wood, and do allow for their installation at Contributing rated buildings where no shutters currently exist. However, removal of existing historic wood shutters for replacement with new metal shutters is not recommended, and requires additional Commission approval. Based on the HDLC Guidelines, which discourage the removal of historic building fabric (particularly at more prominent building elevations), and based on the good condition of the existing wood shutters, Staff recommends denial of the request to remove them.
