Description: Retention of the demolition of a chimney and installation of inappropriate windows at the front dormer and left side elevation at a Contributing rated, raised basement, single-family residential building without a Certificate of Appropriateness.

Staff Recommendations:
On January 10, 2024 and HDLC inspector performed a visual inspection and noted the removal nearest to the front gable of the building. Further visual inspection noted that 3 inappropriate windows were installed, one at the front left gable and two at the side elevation.
As per the HDLC guidelines wood windows at the primary elevation must be replaced in kind with wood windows at a Contributing rated building. HDLC Staff recommends the denial of the retention of the inappropriate window installation at the front dormer.
The inappropriate windows installed at the left side elevation are vinyl flush mount windows and do not match the two over two recessed mount vinyl windows. Staff recommends the denial of the retention of the installation of flush mounts windows at the side elevation.
As the chimneys were removed without HDLC approval or permits, but have not been reconstructed, Staff recommends that the retention application be granted. Although the staff is recommending the retention application be approved, this is NOT to be misconstrued as the staff condoning such inappropriate removal. The rhythm and placement of chimneys typically reflect the internal organization of a building and represent an important building feature. Removal of historic chimneys is only approved by the HDLC if they are structurally deficient.
