Description: Retention of the demolition of more than, 25% of the primary façade, 50% of the roof and wall structure at a Contributing rated, one-story, two-family residential building in deviation of a Certificate of Review.

Staff Recommendations:
On June 13, 2023 HDLC Staff reviewed the drawing set for 2001 St Ann. A Certificate of Review was issued. In Esplanade Ridge partial control (demolition only), a Certificate of Review is issued when the application does not exceed the thresholds for primary façade, wall, and/or roof demolition. The linear foot wall demolition was 46% and the roof demolition was 45.3%. Both are under 50% that would require HDLC Commission approval.
On August 18, 2023 a visual inspection was done by an HDLC and noted that the demolition of the walls and roof had exceeded the HDLC reviewed drawings. HDLC Staff reached out via telephone on the same day and left a voicemail.
After no further correspondence from the applicant, the HDLC issued a violation on December 14, 2023. At the time of the posting, the building had been fully sheathed in plywood and vapor barriers at the roof and walls in deviation of the Stop Work order that had been posted.
There has been no documentation submitted with regards to the condition of the structure prior to the demolition of 100% of the building, minus the interior brick chimneys and foundation piers. Staff recommends approval of the retention of the demolition in deviation of a Certificate of Review with a Tier 3 fine.
