The NEPC represents the National Government of Palau, and as such works in the best interest of the Palauan public.
To maintain transparency, all products of the NEPC, its Working Groups, and Subcommittees (including Meeting Minutes) shall be public documents.
Consensus is the priority for decision-making.
The NEPC will actively reduce and/or document internal Conflicts of Interest and will offer financial transparency.
All Decisions of the NEPC, including Policy Statements, will be aligned with standing National Policies and International Commitments.
NEPC Letterhead may only be used to convey communications on behalf of the NEPC and must be signed by at least two of the following: Officers and/or Secretariat. Any Member may request use of the Letterhead.
The NEPC Website, when it is up and running, may be used to convey information, but not opinions. Policy Statement and Resolutions will be posted on the website.
Internal Conflicts of Interest (within NEPC)
The NEPC shall self-police to remove conflicts of interest. Proponents should make recommendations and then refrain from making decisions. In the case of any financial decisions, proponents MUST remove themselves from the decision-making process.
Conflicts of Interest should be documented internally and tracked. If necessary, processes to reduce Conflicts of Interest should be included in revised By Laws or Strategic Plans.
