Officers of the NEPC consist of a Chair and Vice-Chair. The Chair of the NEPC shall always be the Minister of MNRET. The Vice-Chair shall be selected by the NEPC membership on an annual basis. In 2017 the Vice-Chair was the Director, Bureau of Budget and Planning. The NEPC Secretariat shall act as secretary during meeting and treasurer (if applicable).
The Vice Chair shall serve for one year; and should be selected during the Annual Work Planning / Mini-Retreat meeting of the NEPC.
- Preside over biannual, scheduled meetings and Special Meetings
- Preside over decisions of the NEPC (Full Council), made via consensus
- Call Special Meetings of the full NEPC
- If needed, Call meetings of Working Groups or Subcommittees
- Approve and sign (at least one Officer) any official NEPC communications on NEPC Letterhead, such as a Policy Statement
- Work with the Secretariat to set the Agenda for full NEPC meetings, such that the Agenda addresses cross-sector issues and problems; with a clear list of resulting decision items
- Welcome new Members (via Onboarding process with the Secretariat)
- Remind Member Agencies to fill key vacancies on the NEPC and/or to be more active
- Approve (via signed letter) changes to Working Group and Subcommittee Chairs and/or Purpose (including dissolving Ad Hoc Subcommittees)
- Approve (by signature) NEPC Annual Strategic Plan, including National Priorities
- Both Officers, in joint conference with the Office of the President and the Hosting Agency (e.g. the Bureau of Budget and Planning) agree on friendly terms to the hiring/firing/resignations and Terms of Reference (TORs) for any individuals serving in the NEPC Secretariat.
- Officers will come to agreement over funding and fundraising for the Secretariat, including writing grants that cross agencies. Officers will also encourage and negotiate with Members to include funds for the Secretariat in their grants and budgets.
- Review NEPC Membership annually and revise membership as needed; including bringing any requests for Membership to the NEPC for consideration.
