By Laws may only be changed through a quorum consensus of the full NEPC. SOPs may be changed by one of the following: Chair, Vice Chair, or Secretariat.
SOPs are designed to be flexible and to serve the NEPC. They may be changed at any time by the Officers or Secretariat, or at the request of the Members.
