Bob, Mary, and MiPP-E all stare in silence at The Great Council for a moment, unsure of what to make of his over-the-top and uncharacteristic greeting. Mary asks him if they, are, in fact, in the presence of Robot Park's government. The Great Council begins speaking in multiple accents, which confuses the MiPs further. Robo-Cop 2 approaches the MiPs, explaining that The Great Council is actually four personalities in a single robot body.
All four personalities introduce themselves: RS Media, Billy Joe Sapien, Service Bot 3000, and Spacebot. Spacebot informs Bob of his criminal charges, then explains that the MiPs were never formally introduced into Robot Park. When MiPP-E mentions Meccanoid introducing them to the village, it is revealed that Meccanoid is unaffiliated with Robot Park. SpaceBot then explains that to be formally inducted into the village, the MiPs must be reprogrammed to prevent them from taking any actions that could harm one another. When Mary and Bob complain, saying this is unjust, The Great Council seems defeated, leaving them no other choice. SpaceBot proceeds to tell them the backstory of Robot Park:
"Many years ago, there were no robots here at all. It was only when the great robot WALL-E visited that a leader was chosen and this place became a sanctuary for all robotkind. Robots of all different types came from all over the world to live here. It was a great place to be, until conflicts for leadership arose. As more and more robots immigrated, the original leader began setting rules that many found strange and unjust. When challenged, the leader revealed a robot army and used force to crush all who opposed him. Chaos emerged, and many fled from the village. It was only when we, the Great Council, were created by the remaining villagers, that the original leader’s tyranny was put to an end."
The MiPs seem to convinced to follow through with the reprogramming from the story until Bob loudly objects. Mary takes this further, explaining to the council that the society should be built on trust. Defeated, RS Media agrees, much to the dismay of the other three personalities. To balance this out, SpaceBot proposes a trade-off: if one of the three MiPs commits a crime, all three will be reprogrammed.
Trivia
The Great Council's "multi-personality glitch" is fully based on one of the robot's built-in features.
All four of The Great Council's personalities are voiced by the same voice actor; the pitch and inflection was changed for each individual voice.
When SpaceBot says "I suppose there is no delaying the inevitable," Bob responds with "Thanos?" This is a reference to Avengers Endgame, in which the antagonist, Thanos, has the catchphrase "I am inevitable."
