Dear Caucus Leader,
Congratulations on being selected to the position of Caucus Leader. Your fellow representatives have determined that you possess the important skills of leadership, charisma and understanding of your party’s position on the political spectrum. Your main tasks through the semester is to win representatives to your party, help representatives understand your party's position on the issues, assist in bill development, and preparation for committee hearings
Listed in this packet are the specific duties and responsibilities for each of the major events during the legislative semester. Make this your guide to shape the major events.

1) The most important job of the Caucus Leaders is to organize and oversee the daily procedures of the classroom.
2) At the end of each week Caucus Leaders set the daily agenda for each day of the following week. Caucus Leaders can use the Representative's Assistance Manual to identify assignments, events, and activities for the next week. This should be created on a google doc and shared with your teacher. Changes to the agenda can be made if both Caucus Leaders agree. Consult your teacher before finalizing the schedule.
3) At the beginning of each week the Chairman (Caucus Leader of the majority party) will direct students to their RAMs and announce when each of the tasks will take place.
4) Caucus Leaders should encourage fellow party members to vote and speak for or against resolutions. Try to get 2 or 3 members to speak formally for each of the resolutions in committee reports.
5) Representatives in your party should always know the party’s position on the issues. Come prepared with arguments to each debate and use the 3 minute time period to help representatives to vote with the party.
6) If your party becomes the majority party you will need to select a clerk and secretary to manage the class’s administrative affairs. Also, if you become the majority party you become or you can select someone to be committee chairman.
7) Each week Caucus Leaders will attend a Caucus Leaders meeting during Advisory to discuss issues, rules, and major events during the semester. The purpose of this is to increase communication and cooperation between the classes.
The Committee chairman is responsible for transitioning the committee from one phase of the hearing to the next. The phrases below are the transitions that are traditionally used.
Gavel Bang. “The committee hearing process for HB 24, an act concerning (read the enacting clause) will now begin. Bill sponsor for HB 24, Mr. Jones, will present the opening remarks.”
“Thank you Mr. Jones for your opening remarks.”
“Committee members will have 5 minutes to ask the primary sponsors of HB 24 questions. Time yielded to committee members should be used only to ask questions, not to make statements or establish positions.”
“This committee will now accept supporting and opposing testimony on HB 24. This committee received 12 non verbal supporting witness statements and 3 non verbal opposing statements. Providing supporting testimony for HB 24 is Mr. Smith. Mr. Smith you have 3 minutes to make your remarks.”
