ACCORDING TO THE 2004 STATUTE ACT 555....Children and Youth Planning Board (CYPB) must be formed WITHIN each judicial district by the LOCAL GOVERNING AUTHORITY. 

In 2004, the Louisiana Legislature passed Act 555, mandating that a Children and Youth Planning Board (CYPB) be formed by each parish in each judicial district. As state law lays out, these planning boards are intended “to assist in the assessment, alignment, coordination, prioritization, and measurement of all available services and programs that address the needs of children and youth” and do so by bringing together as many stakeholders as possible within a judicial district or parish. While CYPBs seem to be active in Calcasieu, Jefferson, Orleans, and Iberia Parishes, most parishes and judicial districts do not appear to have fulfilled their Act 555 mandate. CYPBs can help to identify the locally-specific pressures and obstacles children face across the state, and bring together public and private sector decision makers and stakeholders with power to help them around evidence-based solutions.

On the Ground in Plaquemines Parish: 25TH JDC CHILDREN YOUTH PLANNING BOARD

On Friday, May 30, Jolie V. Williamson, Director of Children’s Programs and Executive Director of the Louisiana Children’s Cabinet, joined the 25th Judicial District Children and Youth Planning Board (CYPB) meeting in Belle Chasse, Louisiana, located in Plaquemines Parish.

Judge Michael Clement chaired the meeting, which brought together a strong network of local leaders and community partners, including representatives from the Parish President’s Office, Sheriff’s Office, School Board, Medical Center, Community College, Parks and Recreation, Truancy and FINS programs, Public Health, Department of Youth and Family Services, Community CARE Centers, and many others.

Discussions focused on practical, solutions-oriented topics such as juvenile detention and respite care, youth mental health needs, summer engagement programs, mentorship opportunities, and workforce pathways for teens, key areas for supporting strong families and safe communities.

Following the meeting, Director Williamson visited the Plaquemines Parish Community CARE Centers, where she met with Executive Director Julie Olsen. As the parish’s designated human services agency, the CARE Center plays a vital role in supporting families through prevention, early intervention, and access to critical local resources. Their mission to serve “one child, one family at a time” reflects the values of personal responsibility, resilience, and strong community ties.

14TH JDC: CALCASIEU CHILDREN YOUTH PLANNING BOARD

July 11, 2024, Jolie V. Williamson, Director of Children's Programs and Executive Director of the Children's Cabinet, participated in the Calcasieu Parish Children and Youth Planning Board (CYPB) meeting. The meeting included subcommittee reports, during which data from the Multi-Agency Resource Center (MARC) and the Juvenile Detention Center was discussed with various agency representatives on the Board, as well as an update from the Child and Adolescent Response Team (CART). Ms. Williamson distributed LCTF Swim Safety flyers and postcards for the upcoming LCTF Five-Year State Plan Children's Caucus. Juvenile crime and the number of juveniles placed in detention have decreased significantly since the MARC Center was implemented in Calcasieu Parish. Ms. Williamson then toured both the MARC Center and the Juvenile Detention Center. Calcasieu Parish's Children Youth and Planning Board (CYPB) is an exemplary model for all Louisiana parishes and future CYPBs.
