ACCORDING TO THE 2004 STATUTE ACT 555....Children and Youth Planning Board (CYPB) must be formed WITHIN each judicial district by the LOCAL GOVERNING AUTHORITY. 

In 2004, the Louisiana Legislature passed Act 555, mandating that a Children and Youth Planning Board (CYPB) be formed by each parish in each judicial district. As state law lays out, these planning boards are intended “to assist in the assessment, alignment, coordination, prioritization, and measurement of all available services and programs that address the needs of children and youth” and do so by bringing together as many stakeholders as possible within a judicial district or parish. While CYPBs seem to be active in Calcasieu, Jefferson, Orleans, and Iberia Parishes, most parishes and judicial districts do not appear to have fulfilled their Act 555 mandate. CYPBs can help to identify the locally-specific pressures and obstacles children face across the state, and bring together public and private sector decision makers and stakeholders with power to help them around evidence-based solutions.
