Fluency is the ability to read a text accurately, easily, and with expression.
Reading fluency serves as a bridge between word recognition and comprehension.
Partner reading is better than round-robin reading (one student reads while the class follows along and switches from student to student until reading is finished) because students are able to practice their reading fluency and not have to worry about getting embarrassed. With partner reading, the teacher can walk around observing groups.
According to, The National Reading Panel, oral reading practice with repetition and feedback provides valuable structure for reading fluency.

Students will be placed with a random partner and one will read while the other one listens. After the first one gets done reading, they will swap roles and then the other one will read aloud while the other one listens. The teacher will be walking around during this time listening to the groups reading aloud and intervening when students are off task. This allows students to practice reading fluency in a low-stress environment and allows the teacher to get an understanding of each students reading fluency.
