C. Policy (2nd reading)
Wellness policy - suggested changes.
Took out the extraneous pieces and went with statutory #; same with nutrition standards.
PE - took the web page off. Nutrition standards goals are same, left measurement goals and outcomes under the nutrition standard goals - visit website to see
Mrs. McConnell works with vending machine vendors to make certain the product is meeting the required standards.
ME - first part, first bullet public for the plan
DB - had a wellness committee who worked on developing this policy. This is referring to the goals that are established by this; in 2006 - there was some grant money and schools had health grants to help buy extra health equipment.
Could we change - to not use 'plan' change to specific goals? Need to check with Alecia.
Under nutrition education -
ME - after school activities sell food, do these meet nutrition standards??? These are during the school day.
Under other school based activities - staff as a role model - support staff wellness program. Have wellness WEOs for staff. Could a wellness committee chair come to the meeting and provide a report.

D. Approve DRC Memorandum of Agreement
Updated the memorandum of understanding with DRC. This will be for very few students. This agreement is in case we have someone that needs to go there, so that it is in place.
ME - page 2 - starts after referral after in-take it's 5 days, then another 2 day delay. It could be 7 working days before someone is placed.
DB - correct, generally it goes quicker. They do have the ability to get started on the computer right away.
ME - waiting list - how often is there a waiting list.
DB - it does happen. bottom of 2nd page - third from bottom - provide a teacher and staff. They provide teacher and other staff
DB - they will provide a para and teacher and they communicate any issues back to us.
Page 3 - 2nd bullet points that we provide certified teaching staff on top of what they are doing?
DB - this is for SPED students.
DB - we could contract with other districts to come to our location

E. WSBA Resolution

WSBA Resolution Proposal 2022 - 1
BE IT RESOLVED that the Wyoming School Boards Association will no longer pay dues to and will withdraw membership from the National School Boards Association (NSBA).
Rationale:
In September of 2021 the NSBA sent a letter to the United States Department of Justice asking that parents protesting at school board meetings be investigated under the Patriot Act as domestic terrorists. An independent review found that the NSBA letter was even more extreme in draft form, calling for the deployment of the Army National Guard and military police to monitor school board meetings. The decision to author and send such a request showed a severe lack of judgment. In addition it exposed an underlying ideology that is at odds with values of the citizens of the state of Wyoming. In Wyoming we understand that students receive the best possible education when there is a close and collaborative relationship between educators and parents. The NSBA's decision to turn parents into the enemy has done irreparable harm to their organization and our continued association with them has damaged the relationship between parents and school boards in our local communities.
WSBA held a vote and it failed by one vote.
The board would like this to go to the delegate assembly in November to determine if we want to continue our association with NSBA.
ME - NSBA did a review - they have reviewed possible outside influences. They apologized to members and parents, and by November had a new CEO. NSBA is a leading advocate for the voice of education. Letter was authored and directed by an interim leader. They made changes. They are under a united non-partisan movement. Adopted a resolution.
TJ - agree things happen but curious to see if NSBA would have publicly done this if it had not caused such an uproar. NSBA is desperate now for members. Really hard to say for sure the intent of their decision.
TN - more damage control
JK - felt their conference was very partisan. Skeptical after such a systemic issue - they can't fix it overnight. The info from them - usually don't find it very valuable.

Lawsuit is about legislators not funding Education.
Background, there has been a number of cases throughout the state
Education is a fundamental right and it has to be funded
Need to have studies every so often to make sure funding is cost based
Legislature is not holding its end of the bargain
