2. 6:10 Programs-Reports-Presentations
A. Board Member Reports
Teresa- BOCES- met with them and they are encouraging teachers to get the higher level accreditation so student can do dual credit
Taylor- Rec board, will be meeting Feb. 22 to vote and then meet again in March. Rec Board money goes to non profit (about 40 different organizations)
Jared-A letter about Speech and debate was left on his desk by someone. The letter asked for volunteers to help judge the online competition hosted by Lander speech and debate.
Also stated how important the arts are in schools and went to the Government Arts Awards.
B. ADM Audit report
Tabled until next meeting, Travis is not in attendance tonight
C. Superintendent's Report
*Drama Results- Recognized students who received medals
*Students recognized for Powell Basketball games
*Detention Monitor Position- still looking for someone, had a good candidate but he pulled his name out
* Attendance from Dec and Jan from 17/18 to 21-22, attendance rates are down since December but we don’t know what the factor is. Teresa asked for more info on the data. Dr. Barker said they could break it down and see what the reasons are. Student board rep asked if we could compare COVID attendance rates with another pandemic in the past. Teresa said she doesn’t feel we can compare COVID with anything else because it would be comparing apples to oranges. Looked at data closer and the numbers aren’t that bad, about 13 student’s

A. Executive Session - 16-4-405(a)(ii) and (xii) - matters related to employment of personnel and safety

5. 6:45 Action Items
A. Administrator Contracts
two year rolling contract
DB - counsel would prefer draft #1 - liability side would be the only thing.
KH - two instances of a payout in the time she was here.
BB - how many payouts under two year contract.
KH - one not a building administrator - other one board approved contract but then said we didn't want to do that - we paid that person out
JK - not in policy - after 3 years if we pass this, follow up with actual policy.
BB - should we do a policy we can reference in the contract? prior to doing the contract?
DB - you can - don't need to
SJ - tonight approve contract as written - it will then be contract offered to admins qualified we aren't approving anyone for an extension yet.
DB - you have a list of personnel action items -
TN - #2 (highlighted) contract will automatically roller over before January 25 would it help if you put the year on that?
DB - rollover becomes reserves right to each year if you put 2023 then we'd ahve to change it we could change it board does not have to act on that.
Add year - January 25 and add the year that would be rolled every time CHANGE

TJ - 22-23 salary schedule - reflect on current salary schedule raise built into #3 add next year salary also
BB - January 25 date - will admin evals be completed by then
issues dealt with earlier - it not issues - it is done throughout final evaluation at end of the year - if all is good
ME - January meeting - that is when all that has to take place
JK - DB must plan out two years vs. one
BB - what other government funded agency offers their supervisors two year contracts?
TN - easier to replace people that don't have two year contracts vs. the admins
DB - #10 discharge for good cause - six weeks later something happens - if it is egregious enough we can do that.
JK - fiduciary responsibility to protect the districts. Did a pros and cons list - he supports this. Like the consistency, better admin morale, from kid perspective - difficult part is that if you have an admin with troubles, it takes longer to correct that action or costs us a lot of money.
SJ - changing from meeting a yearly vote - three year buffer performance issues
Dr, B look at policy regarding 3 year add to existing policy - fourth year
including plan of improvement language? 2 things - to look at#########
DB - do we want reference it would hae to be a policy created. See policy and then decide if you want to reference it
BB - somewhere needs to be on paper that information

C. Job Descriptions
DB - EMS came in and took all employees in groups and asked then asked supervisors crafte - draft JDs sent those to us - we distributed to employees & supervisors - they looked again and made changes. Then EMS updated and made final JDs for us.
ME - they were somewhat generic appreciate consistency in language

D. Policy (2nd Reading)
Approve policies
1) JFCD - Student Transportation for Activity Trips
2) EEAD - Student Transportation for Activity Trips - to be deleted 2) CHE - Administrative Authority During Absence of the Superintendent
JFCD as presented and approve delete other one
DB - language in bottom part - transport students, etc. removed some stuff - students may travel with their parents, guardians or designee if approved by AD or his designee left 24 hours prior - like to have form 24 hours gives a cushion for us to manage logistics of that. Going from an activity - parents sign them out. Different person - we certainly need something in hand to know what arrangement has been made and they have that information. still question if 24 hours is enough???? with this we can have preseason meetings concern that if this is made too soon, we are transporting kids - responsibility lies on coach and bus driver if no.
KH - legal liability of the coach and whoever is in charge of the students - to make certain it is someone who is authorized to do that. Has AD and principal reviewed this? 24 hours works for them????? we can work through some - you can't just e-mail it and know this is happening
ME - can activities directors really look at these in that 24 hour.
Do we want to include in this policy how to get a hold of the person in charge?
maybe add with 24 hours - a reasonable amount of time
TN - no - in the event for alternate plans
DB - somebody else cannot sign a student out - a parent has to do that.

DB - suggest a motion
approve using depr funds to purchase voc equipment for any amount not approved by BOCES.
TN - nowhere in this memo does it give us an amount. how much is in dep reserve funds? don't know how much - don't have exact total on what we are spending. $176,000 in BOCES for our district.
Only certain things through BOCES - career & technical - ag stuff, early childhood education - rather than use depr reserve funds - can't see why it wouldn't use those funds for purchasing this.
DB - we would present this to BOCES for their approval.
