Escudero was at the most recent city council meeting. Presentation from adult juvenile justice department - Marijuana use is increasing in the city. Also discussion of affordable housing being a real issue in the community. Escudero wants to have the district as part of city conversation.

Accountability levels by schools for equity achievement growth

Subject C. Consider petition for music teacher

By statute, the board needs to consider the petition. Discussion is consideration of petition.

Discussion:
List of districts provided by Dr. Barker, looking at the ratio with other districts, Lander has a smaller proportion of music teachers to students.
Jensen asked how does the burden compare? - no current data for Lander music teachers compared to other districts for “burden load”.
A music teacher approached a board member before pandemic about shortage of music teachers.
Dr. Barker stated that there is certainly an unmet need.
Hitt advises the building admins meet with parents etc. and build the position into their building personnel to present to the school board as a personnel issue, as per previous handling of such items.
Staffing issues fall upon admin as a budgeting discussion, not as a board decision. Administration should be able to decide if it is a budgetary priority.
Dr. Barker offers to share enrollment data to get a better idea of the size of upcoming classes.
Escudero asked how grade based campuses have impacted personnel for music teachers.
No feedback from building admin as of this board meeting.
Hitt advises educating public that a petition to the school board might not be the best procedure - start with building admin and superintendent before approaching school board.
There is appreciation of petition being presented to the school board to bring awareness to issue.
Discussion of process of adding staff in terms of budget with Sweeny: Based on salary negotiations, when that process is done the budget will be basically done. If something comes forward money would be taken from reserves. Will see impacts on the budget.
Petition has been discussed and considered as per statute.
No motion for action in regards to creating another position.
Conversation should continue through proper channels, response to petitioner is forthcoming about utilizing these proper channels.
Proper channels: To take it to the building admins and they take it to the school board members. The board would then vote on it as a personnel action item if the school admins add it to their budgets.

Discussion of protected classes listed in policies - Jensen initiated discussion to remove gender identity and veteran status. Escudero stated that if the board is going to reduce protected classes it should be more public as adding them in was public years ago. There was a robust discussion with public input to include gender identity and veteran status. Continued discussion to match statute nondiscrimination laws. Jensen’s continued with, there has been no complaints filed, therefore the additional protections are not necessary. Consensus that for the second reading, reach out to see what the statute nondiscrimination laws are before going further.
Subject B. Pay for Performance
Brought about from previous board meeting. Dr. Barker discussed studies he researched in regards to merit based pay.
One Denver school district found that high performing teachers volunteered to be part of performance based pay. Chicago heights, IL study also discussed.
Problems with merit based pay mentioned include:
Difficulty to monitor
Team production in student achievement
Students are multifaceted
Easily measured teacher achievements (advanced degrees, etc.) are largely unrelated to student achievement
New York study showed merit based pay did not improve student achievement or teacher performance.
Texas study regarding teams performance on student achievement was not statistically significant.
Hitt - we don’t have our district report yet. More logical to wait until district performance data is in to have merit pay discussion.
Escudero asked for studies with smaller rural school districts, more comparable to Lander.
