The Cloud 9 Government is comprised of multiple tiers with each tier as a level of authority. The governing framework for all of the tiers is in set place, some are in current implementation and others are pending the decisions and actions of participants. The highest authority is at Tier 1 with the founder and advisors; the tier remains in a reserved state until needed.
Most of the general day-to-day of operations initially occur within Tiers 9–10, which develop the early stages of the following Cloud 9 group types: crews, fleets, organizations, and networks. Openings within most of the tiers will be posted when developments and growth have reached the necessary stages.
The corporate aspects of the governing framework span from Tier 6 to Tier 10 and include the Cloud 9 group types mentioned above within the context of their early developments. Cloud 9 Citizens have the opportunity to shape republican federal tiers including one with higher authority, Tier 5, and extending through that substructure's Tier 10. More information about all ten tiers and the components that share tiers available upon request and will be made available in the Cloud 9 Handbook.
Openings posted under the Corporate section are either business-like or pertain to aspects of activities that directly involve the above group types and external groups.
The primary type of group activity in the organizations is achieved through crews. The initial focus in this area is on one organization network, the Cloud 9 Network, which consists of Cloud 9, the original and parent organization of this network, and the 5 organizations that make up the network: Horizon Health, Vortex Security, Solaris Resources, Quantum Commerce & Logistics, and Olympus Entertainment.
Among those organizations, the Cloud 9 organization will be the first to take shape in structured form, starting with the first three crews: Phoenix, the Runners, and Euphoria. The first medical crew, Vista, and first security crew, Maelstrom, will be formed next within the Horizon Health and Vortex Security organizations, respectively.
The plan is to form the first crews in Solaris, QC&L, and Olympus next, although if there is enough interest and qualified personnel to form the first crew in Nebula 9, the outlaw organization and parent of the Nebula 9 Network, then that may commence concurrent with or prior to proceeding with the next three organizations in the Cloud 9 Network.
Each crew must have a minimum of 4 crewmates, 1 as captain (no more or less) and 3 or more crewmates. Prior to attaining the rank of captain, the lead role is appointed as an honorary title for the leader of a crew. Everyone forming or joining a crew starts their journey with Cloud 9 by participating in general group activities for a few weeks. Then they become Cloud 9 Citizens, attend orientation, and then complete onboarding by participating in activities with the first three crews. Afterward, they join the first fleet. In the earliest stages of development, the initial participants will form the first three crews.
Openings posted under the Crews section include the general opening for crewmate and an opening for the captain of a crew. Crews may be formed in various ways, each revolving around the number of participants.
Two to three participants prepare to form a crew:
Prior to forming a crew, two or three participants decide to complete onboarding together or have already completed onboarding may prepare for a crew through group activities that focus on what will become crew operations specific to that crew. After a fourth participant completes onboarding and joins them in the activities, the crew may be formed in coordination with leadership to ensure it aligns with the Cloud 9 framework roadmap.
One participant prepares to form a crew:
One person decides to complete onboarding then participates in activities, even if solo, with the mindset of running operations tailored for the crew with the posted opening. They seek out and recruit additional participants for general group activities. After all four complete onboarding, they form the crew in coordination with leadership.
Four or more participants prepare to form one or more crews or crew shifts:
If forming multiple crews to share the same scheduled crew activities times but each as a separate crew in the organization development lineup, or multiple shifts of one crew, each shift to focus on the same professions but at different days/times, a minimum of 4 crewmates are required for each. After all participants meet qualifications and complete onboarding, they may report to leadership to establish the crew(s) and/or crew shift(s).
As each crew is formed, an opening will be posted for the captain of the next crew. With enough activity, multiple openings may be posted.
This role is not technically in any tier although functionally can be considered as a "Temporary Tier 1a" placed in between the Founder and the Founder's Table, with the members of the Table generally being placed in the second to highest position among the tiers of governance.
This is a recruitment incentive role that helps build our fleets and gives citizens a unique voice for change.
Cloud 9 Navigator is a one-day title with the potential to bypass change process red tape.
During the 24-hour period, the navigator reports directly to the founder instead of anyone else in leadership or management, may advise the founder on a change or changes, and if the changes do not occur then they may choose to assume any crew lead role or crew position in the crew of their choice for one of that crew's sessions, provided they do no harm or damage to anyone or anything in the process.
Regarding change, if the founder decides to proceed with the advice, then he will temporarily activate his rule and proceed with deciding or acting on the advice before deactivating again. This will only occur if it is a positive and innovative change, or will at least potentially lead to such an outcome. A variation of the advice may occur in its stead, or if not at all then the navigator may then choose the crew option.
Any member of any of our organizations may qualify for this role. The title passes on from one member to the next in sequential order by completion status. New and veteran members may participate.
As "Member A" in this pattern, complete onboarding (join the fleet) and recruit "Member B". "Member B" must complete onboarding and recruit "Member C". After "Member C" has joined the fleet and recruited "Member D", and "Member D" has at least started recruiting and started the onboarding process, "Member A" may be granted the title of Cloud 9 Navigator for one day.
This pattern continues with each subsequent recruit, although also applies to existing members.
Recruitment is both internal and external:
Internal recruitment for this pattern is when a member invites an existing member who then participates in these steps by recruiting and joining the fleet
External recruitment is finding a new member from among the good civilians of the 'verse or in other suitable settings, who then participates in these steps by recruiting and joining the fleet

At this point, the first person becomes navigator.
Title is applied for one day, removed after one day, and goes to the next member when they qualify.
Cloud 9 Navigator reports directly to the founder for one day.
Afterward, they report to the captain of their current crew or a commodore if they are a captain.
If no current commodore, then report to the next available leader/manager in the structure.
There is no application for this role.
To receive the title, inform the founder of your status after completing the steps.
This post will be included among openings in perpetuity or until the founder deems it in need of change.
To avoid high maintenance role management, this process may be automated in the future.
This position holds a unique place among titles in the tiers of governance in that it may be applied at the lowest tier and/or one of the highest tiers. Generally, this position is part of Tier 10 of Cloud 9 Government. It is possible, albeit unlikely, for someone with this position to be part of Tier 3.
The Profession Guide functions within a few settings:
Education system
Crews
Government
Our education system is in development. When ready, it will consist of: 1) a preliminary program that covers our professions at novice levels in each; 2) an academy that progresses professions to intermediate levels; and 3) a university that further extends them to advanced levels. The Profession Guide is involved in the first educational program in that series and focuses on teaching professions in different settings, including academics and in the field. Instructors will teach at the academy and professors will teach at the university. A system of progress through an educator career is in the works as part of these programs.
The education system will provide a bonus feature to our rankings systems that effectively gives a crewmate who has completed an education program a higher rank over another crewmate of the same general rank who has not completed that education program.
Within crews, a Profession Guide focuses on a specific profession or set of professions and is more directly involved in performing those tasks while being knowledgeable enough on the subjects to be able to offer guidance for crewmates on those matters as needed. They are not intended to be the only crewmate who focuses on those professions.
As a crewmate, the Profession Guide operates as a part of Tier 10, within the Crew Networks.
Within the government, should a Profession Guide be inducted into the Meritocracy, they will additionally operate as a part of Tier 3. The giant leap through tiers is intentional and is an important part of designating the rule of authority to those who earn it. However, among educator positions, Profession Guide is the lowest level and will have the most stringent requirements to meet prior to being inducted into that tier. Educators who qualify as Instructors and who have met their requirements are more likely to be inducted, with the most likely to be inducted being the most successful among Professors.
The Profession Guide may not specifically be among the individuals who shape the third tier, although the individuals who become Profession Guides—along with Academy Instructors, University Professors, and similar ranks in our fleets and other components of government as they take shape—will be among the candidates for membership in the meritocratic tier of government.
Otherwise, the main focus of the Profession Guide is on crews and the education system.
Initially, becoming a Profession Guide will be incredibly easy. This will change after the education system has been further developed. In the meantime, before becoming a Profession Guide, one must be in the fleet, which means becoming a Cloud 9 Citizen, completing the onboarding process, and being a regular and active crewmate in one of our crews.
On matters pertaining to crews, Profession Guides report to their Captain.
On matters pertaining to education system and governance, Profession Guides report directly to the founder until those structures have been established. Ideally, the first citizens to fill this position would join education and government leadership and management, provided they meet the qualifications, which they will define together.
The following reporting structures will apply after the structures have been established:
Education system: report to manager in the preliminary program
Crews: report to the captain or relevant lead role (i.e., Profession Lead)
Government Tier 3: report to an appointed manager
When this moves up in priority—white to yellow font—it will be added to the Cloud 9 Application.
At that time, anyone will be welcome to apply, even if currently waiting to become a Cloud 9 Citizen.

Multiple categories of crews exist, each based on the crew joined in sequential order.
The general position of crewmate applies to all crews.
This position is part of Tier 10 of Cloud 9 Government, operating as either an entry level ("runner") or contributing member ("established crewmate") in a crew.
The general crewmate position applies to all crews. This position is posted as an opening to provide applicants with an option to apply for if not interested in any of the other current openings. Applying for captain or any other specific lead role or specific crew position automatically counts as crewmate.
New crewmates are called runners while in the first and second crews and during their early sessions with the third crew. This is part of the onboarding process.
Crewmates who have been in crews for a while (established crewmates) who join other crews that have also been around for a while (established crews) are new to those crews; they may join those crews initially as runners for a short period of time, with the expectation of being more independent and needing less guidance as they spend that time adjusting to that crew.
Join the fleet. This includes citizenship and onboarding.
Be a regular and active crewmate in at least one of our crews.

Crewmates report to the captain of their crew (only one captain per crew) unless additional crew lead roles or supporting lead roles have been established, in which case crewmates report to the appropriate leads.

While in Training mode for onboarding purposes, this is the first crew that everybody being onboarded temporarily joins as new crewmates before transferring to the next onboarding crew.
This is the only crew in this category.
Phoenix fulfills the purposes of three crews until the next two crews have been formed:
Phoenix: First crew, initial focus on onboarding field ops part 1 and separate activities only with crew
Runners: Second crew, initial focus on onboarding field ops part 2 and separate activities only with crew
Euphoria: Third crew, focus on exploration and welcoming new crewmates into the start of the first fleet
After the Runners crew has been formed with different crewmates, Phoenix and the Runners will share in operating as Euphoria until that crew has been formed.
Phoenix has three primary functions or modes:
Training mode
Fleet Flexible mode
Wild Card mode
While in training mode, established crewmates of Phoenix welcome new crewmates as runners and provide them with an experiential learning experience by training them in the ways of running operations. A large part of this process involves demonstration. Runners are expected to shadow and observe, after which they may be assigned crew positions. With positions, they will report to the established captain of the crew while the established crewmates step aside and assist.
While in the other two modes, only established crewmates participate. This is separate from onboarding, there are no trainees. While not required early on, eventually only the most elite personnel will be the established crewmates in both Phoenix and the Runners crews. The Runners crew is the second crew. While in these modes, Phoenix uses a traditional approach while the Runners crew uses an unorthodox approach.
Fleet Flexible mode involves both Phoenix and the Runners crews adjusting to run ops by command of fleet leadership, which could involve implementing any profession(s) and may be as simple as a courier delivery or running an op that involves the highest possible degree of risk and is so extremely dangerous that none of the other crews in our fleets would be set to the task.
Wild Card mode involves both Phoenix and Runners crews operating outside the fleets but still within the larger structure of Cloud 9 groups and organizations, reporting to the appropriate leadership, and running any operations of their choosing with any professions of their choosing, provided they do not conflict with their Wild Card leadership.
Phoenix and the Runners are the only two crews that will have the Wild Card mode. Just as a deck of cards has only two jokers, we will only ever have these two crews as wild cards.
A few additional crews in the organization networks that are among the most advanced may eventually be given the additional function of Fleet Flexible mode.
All established crewmates in Phoenix will have opportunities to be among the first to partake in the formation of larger structures of this nature, as on a fleet level, as there will be need for experienced crew personnel to assist with onboarding at that level. Phoenix will also partake in the formation of clandestine operations involving internal structures and unique individual roles designed to run covert operations.
This role is part of Tier 10, operating as a crewmate with the highest level lead role ("captain") in a crew.
The onboarding representative hosting orientation must sign off on onboarding Runners (new crewmates) when they are ready to proceed before they can temporarily join this crew for the next part of their onboarding process.
While in training mode, the established captain and established crewmates are expected to demonstrate and represent the best of the best for incoming crewmates going through the onboarding process. The captain must display a polite and helpful demeanor, and this must also be present with the established crew. Runners (new crewmates being onboarded) are expected to learn these behaviors and demonstrate them when they are later set to the tasks of reporting to the captain with temporary crew positions.
While in Fleet Flexible and Wild Card modes, the captain is entrusted with full discretion to decide how to run the crew and implement their chosen methods, provided they adhere to the guidelines, rules, and regulations. They must not deviate from the general manner of crew management to the extent that it negatively impacts operations, whether at the level of individual crewmates or entire fleets. Some degree of leeway is necessary so that the captain can perform relevant duties in ways that allow the crew to develop a unique style inspired by the captain, without losing the uniformity needed at the fleet level. The captain is also expected, when appropriate, to challenge the status quo by communicating such observations privately during direct communication with their superior.
The captain of this crew is tasked to the following items:
Form the crew or increase the size of this crew by recruiting established crewmates up to a limit
Serve in command and make critical decisions, especially in emergencies and challenging situations
Oversee navigation if there is not a navigator in the crew
Manage and supervise operations
Assume responsibility for the overall safety and operation of the vehicle(s)
Ensure adherence to laws and regulations, those of Cloud 9 above all others
Manage and direct the crew; assign tasks and responsibilities
Train and mentor the crew to enhance their skills and efficiency
Communicate and coordinate with external entities when deemed necessary
Keep logs and records of operations and incidents, report status and progress to superior

The crew must prepare for one to several Runners (crewmates) temporarily joining while in Training mode.
The captain's responsibilities also include handling paperwork via C9-designated documentation, making decisions, and taking action on matters involving crew personnel. This involves tasks such as helping Runners (new crewmates) adjust to the crew, retiring their Runner title at the appropriate time, and assigning them specific crew positions. Additionally, the captain must adjust crew positions for the betterment of the crew, grant established crewmates supporting lead roles where they have proven themselves, and document and implement necessary crew changes to ensure smooth operations. These responsibilities also involve preparing records of these tasks and reporting them to the direct superior officer, with reports including reviews of crew personnel and, when applicable, recommending rank promotions for leadership to consider.
The captain signs off on Runners (new crewmates) when they are ready to proceed with the second crew.

Select "SET AS MAIN" for the Cloud 9 organization via RSI in account settings.
Join the other Cloud 9 organizations in this network. While the main focus of this role is with the Cloud 9 organization, this crew is the lead among crews in the network and will require maintaining the necessary connections with the other organizations in the network.
Represent and be loyal to Cloud 9 by the new organization system after those org features have been added to the 'verse. (This may occur in alpha 4.x or in 1.x, the full release.)
Become a Cloud 9 Citizen by applying for citizenship and completing the naturalization process.
Sign up for orientation and then complete the onboarding process, including participating as a Runner (new crewmate) in this crew and the Runners crew. Receive the sign-off from the captains or current leadership or management as approvals to proceed as established captain of this crew.
The first three crews need to be formed and remain operational for new crewmates to complete onboarding. If any of the first three crews have not been formed yet, please be prepared to be asked to assist and then to assist with that process, after which you may return to this role and crew.
If this crew has already been formed, has crewmates but is in need of a captain, then previous captain experience will be needed as a prerequisite. Having successfully served as captain during the trial run in the Runners crew during onboarding qualifies as the minimum leadership experience needed for this role. Providing evidence of previous experience in multiple professions qualifies as the minimum experience needed for the versatility of professions covered and general focus of this crew.
Being in a crew, regardless of lead role or crew position, requires regularly attending and actively participating via voice and 'verse in at least one crew at scheduled days and times, at least once a week. Sessions generally run a few hours, with 4 hours as the default expectation.
Training and Fleet Flexible modes:
Commodore while in Training mode and Fleet Flexible mode.
If Commodore role not yet filled, then next available member of leadership or management.
The org leader (operating unit director) may be the next level up.
If that role has not yet been filled, report to senior management.
If none of those roles have been filled yet, then report to the founder until then.
Wild Card mode:
Report to undisclosed leadership while in Wild Card mode.
Publicly disclosed reporting manager in Wild Card mode and for organization network communications is through the appropriate chain of command up to Admiral.
If Admiral rank/role not yet attained/filled, then next available member of leadership or management.
