In 2019, the City of Philadelphia and the Bustleton Bengals, a local non-profit athletic organization, completed construction on Hayes Playground in Northeast Philadelphia. Park renovations included a new gymnasium, recreation center addition, hockey rink and tennis court, a new playground and spray grounds, a new site entrance, furnishings, lighting, and landscaping.

Achieve by renowned street artist ARCY, pays tribute to Philadelphia Police Officers Robert Hayes and John Marynowitz while also celebrating the community. Officer Hayes, for whom the site is named, was killed as they were protecting the citizens of Philadelphia in 1993. Officer Marynowitz, for whom the new building is named, was severely injured in the line of duty. In the background, the sleek and colorful design incorporates community symbols and references the athletic activities and positive energy that bring the site to life. The mural combines varied artistic techniques like photorealism, graffiti, splatters, and filters.
