I’m interested in presenting on how open access and open science systems and infrastructure have developed in Latin America as opposed to in the US and Europe. My main idea is to put open access into a global context, and put the practices we’re familiar with into perspective by comparison with the Latin American system. I’m thinking here about platforms like Redalyc, SciELO, AmeliCA and LA Referencia (this is just what I’ve heard of already, I’m sure there’s more and I’m excited to look into it further). I’ll also touch on challenges to a truly open and equitable global open access program, including multilingualism and tensions between the global north and global south.
A cultural/country/community comparison should be very interesting! Note, most established highly respected journals are in more developed (richer, more powerful) countries. Other countries working to establish scholarly publishing have been more active adopters of open access/publishing/OERs as a way to gain access through less expensive investments, and to more equitably share research outputs (and have their work more widely seen). Another interesting development is the diminishing effect of language barrier as computer based translations are making it easier to read academic work from different languages.
