Governments have a critical role in managing and protecting coastal ecosystems. They can create policies and financing mechanisms to secure long-term protection and sustainable management of coastal habitats, grant and enforce preferential rights for coastal communities to access their waters, and devolve authority to manage or co-manage those waters to community-led groups.
Building on practitioner best practices and lessons learned, Fish Forever's Policy and Governance approach is built on:
Multi-level strategies: policy linkages are created vertically across government levels and horizontally amongst government units and agencies to ensure policies are approved, and corresponding regulations are enacted and enforced.
Innovation: multiple pathways to achieve a policy objective are explored recognizing the diversity of policy instruments in each country and sub-national region that can be leveraged to effectively protect and manage coastal resources, such as national regulations, local ordinances, and enforcement systems.
Collaboration: relationships among different stakeholders are facilitated to design and implement forward-looking policies applying principles of transparency, equity, participation, evidence, and science-based decision-making.
