Yes, San Andreas is a Constitutional Carry state as of 2/12/2025. Firearm owners are required to obtain a valid Open Carry (OCW) permit or Concealed Carry (CCW) permit to carry rifles, long guns, or specially permitted automatic firearms outside of their property. Firearm owners with a valid permit may store their weapon in a vehicle. Handguns are exempt from requiring a permit. However, it is a misdemeanor to carry a firearm on your person or in your vehicle on state or federal property.
Firearm owners may not conceal non-handgun firearms on their person or within reach in their vehicle without a valid CCW permit.
San Andreas IS a Duty To Inform state under Section 9 Subsection 5 of the San Andreas State Penal Code. Anyone with a firearm on the person or in their vehicle must disclose to law enforcement that a firearm is present. Failure to inform is a misdemeanor offense.
