Human Resources was founded as the Blaine County Administrative Division in 2022 under Jamie Brooks, at a time when no law enforcement departments had a fully functioning HR division outside of their administrative team. She would later go on to launch HR divisions in the San Andreas State Police and Los Santos Police Department, whereafter she would go on to become the Los Santos Chief of Police. The name of the division was changed to "Human Resources" in 2024 to avoid confusion with the Sheriff's Administration.
Human Resources is comprised of dedicated HR Officers, from deputy sheriffs all the way up to the executive level. While the Sheriff's Office believes in a culture where even HR has a lot of potential to be included in the field, they are responsible for a wide away of staffing, employee relations, and team development oriented tasks that include (but are not limited to):
Effective 6/10/24, deputies with paygrades B8 thru B1 are eligible to submit an internal application for review and potential hire to the Human Resources division.

- Screening, hiring, interviewing, and onboarding
- Employee morale & retention, and conflict resolution
- Professional development & career counseling
- Policy & labor law compliance
- Addressing grievances
- Managing the department's payroll & budget
- Maintaining personnel files & records
