The structure that we used for creating this cost estimate document is to divide the cost into two types:

The website development and support cost includes the employees cost because we have an employee (Shahd Aleisa) that has experience in website development and can offer the needed support activities.

The kick-off cost is excluded because it is difficult to measure in terms of money and the key attributes for calculating the cost are hard to define accurately.
