In District 8, we don’t wait for change — we build it together. My legislative work is grounded in the voices I hear at our community academies, on our blocks, at our schools, and from residents who want a safer, stronger, and more vibrant place to call home.
Whether we’re tackling housing challenges, expanding opportunities for our youth, or fighting for equitable investment in our neighborhoods, my commitment is the same: to lead with transparency, advocate boldly, and stay rooted in the real needs of our community. Councilman Paris Gray's Legislative Priorities
Every Baltimore family deserves a home that is safe, stable, and affordable. My priority is to strengthen housing options in every neighborhood—expanding affordability, protecting tenants, and ensuring landlords meet basic health and safety standards. We must invest in responsible redevelopment, address vacant and blighted properties, and support pathways to homeownership that keep long-time residents in their communities.
Our residents deserve city services that are reliable, responsive, and easy to navigate. My priority is to make sure agencies are working smarter—not harder—to deliver the basics: clean streets, timely trash pickup, well-maintained infrastructure, and customer service that respects people’s time. By improving coordination between departments, expanding use of modern technology, and reducing waste and duplication, we can strengthen the everyday services families rely on.
To strengthen public safety in every neighborhood, we also have a responsibility to make sure every dollar is used wisely and transparently. My priority is to invest in strategies that actually make our communities safer—supporting community policing, strengthening prevention programs, and ensuring agencies have the tools they need to do their jobs effectively.

By championing fiscally responsible practices, I work to protect taxpayer funds, expand the City’s capacity to meet community needs, and build a sustainable foundation for equitable growth.
The Budget & Appropriations Committee is the City Council’s lead body for overseeing Baltimore’s budget and ensuring agency funding aligns with our priorities for safer, stronger neighborhoods. The committee reviews the Mayor’s proposed budget, evaluates agency allocations, and holds departments accountable for how they spend public dollars.
The Public Safety Committee is the City Council’s primary body for overseeing the agencies and policies that keep Baltimore’s communities safe. The committee reviews legislation, monitors agency performance, and holds hearings with police, fire, emergency management, and other public safety partners & first responders.
The Land Use & Transportation Committee is the City Council’s lead body for the laws that shape how Baltimore grows, builds, and moves. Through hearings and agency oversight, the committee works to ensure growth is responsible, transportation systems are reliable, and every project supports safer, more connected, and more vibrant communities across our city. This committee also hears all zoning bills put forth by the Council.
The Legislative Oversight & Appointments Committee is the City Council’s key body for ensuring transparency, accountability, and strong leadership across Baltimore’s government. It also evaluates and confirms mayoral appointments to boards and commissions, making sure appointees are qualified, committed, and aligned with the City’s goals.
