The Planetary Commander is the highest rank achievable within the Combine, possessing essentially unrestricted control within the Combine military and thus final say on all Overlook matters. In the vast majority of cases, Planetary Commanders were directly elevated from Sectoral Commander following their predecessor's resignation/removal/death.

The Sectoral Commander is the second highest rank within Overlook, and the overall faction and the Head of Logistics for the entirety of the Combine; this position has them oversee matters such as High Command meetings, ensuring rosters/documents are up to standards, and other logistics related tasks. Obviously, they are not restricted to this duty, and Sectoral Commanders act as the right hand of the Planetary. Sectoral Commanders are selected directly from outstanding DvLs across the Combine faction; as such, the loadouts of the PC/SeC are incredibly similar to those of their previous Divisions.

AIU have the duty of assisting its officers and resolve major problems that require Overlook intervention. They tend to serve an advisory role for Divisions, being discouraged from commanding DvLs or below despite being above them in the Combine hierarchy. The loyalty of AIU is to the the Combine faction itself rather than any of its leadership, and are thus entrusted with the ability to remove the Planetary Commander, Sectoral Commander, or both, should they be considered corrupt or otherwise unfit to perform their duties, this being performed by a majority vote within AIU; should both PC and SeC be removed, AIU would be temporarily in charge of finding their replacements.
