Description: One of the only non-combatant civilian groups present within Sector 61, the Civil Workers Union is not officially integrated into the Combine's military structure, however despite this they are known for providing constant aid to the Combine, to the point where they are granted CL1 and allowed within Combine bases and FOBs. In addition to the support they provide through repairs and healing, CWU also assist through other means that may benefit civilians (and in rare cases even rebels), such as setting up ration machines or hosting shops/field hospitals. While armed, CWU personnel are non-combatants, and cannot be killed unless they are seen aiding Combine on the field. All CWU members are to be treated with suspicion.

CWU personnel are considered non-combatants, and thus cannot be enslaved.
