In order to establish readiness and begin implementation of MTSS, it is imperative district and school level administrators understand MTSS as a total school improvement framework for ALL, NOT A PROCESS FOR STRUGGLING STUDENTS. As mentioned in the February 2018 MTSS Communication Brief, some educators across the state are still working to fully conceptualize MTSS as a total school improvement framework, rather than a process for struggling students. For this reason, it is imperative those in leadership roles have a clear conceptualization of MTSS and are able to establish a common understanding among all stakeholders. District and school leaders must also build capacity and infrastructure, prepare for change, and determine readiness before beginning implementation.

Identifying stakeholders and developing strategic messaging around MTSS will be a crucial piece of establishing readiness for this work throughout your schools. Many innovations fail due to lack of consensus, lack of feedback to implementers to support continuous improvement, and not involving stakeholders in planning. It is for this reason, that communication and collaboration is identified as one of six critical components of MTSS. For implementation of MTSS to be successful, intentional ongoing communication is essential. In addition to the charge of communicating to our stakeholders, the focus of this component ensures ongoing feedback from all levels in education and the community at large are gained.
