ROLE OF CONSTRUCTION
The Construction Group has responsibility for the administration of contracts during the construction phase. The Construction Group assumes responsibility at the time the contract is advertised in accordance with established Department procedures. Responsibility ceases when the Department has accepted the project and final payment has been issued to the Contractor. The graphic below outlines the lifecycle of a project as it applies to Construction.
Project Lifecycle - Construction Focus
Each construction contract is administered under the direct supervision of a Resident Engineer (RE), assigned as the Department’s representative before contract award. The Department generally assigns the RE during the design process to provide input to plan development and design, allowing the RE to have a better understanding of the project’s history and intended scope. This assignment is determined by the District Engineer and made through an assignment order issued by the Director of Construction. The RE has both a responsibility and obligation to work closely with the Department’s Project Manager, who has specific project responsibilities. Project Managers have ultimate responsibility for the project’s budget, scope, and schedule and must remain actively involved in the project during the construction phase.

Preconstruction
Learn all elements from constructability reviews and coordination efforts to ensure a successful construction project
Become proficient at reading plan sets
Perform plan set reviews and attend review meetings based on constructability and meeting contract requirements
Learn about advertising projects - advertising checklists
Understand all elements of the bidding, award, and contract processes
Construction Management
Set up a project in Masterworks and understand all elements to successfully move a project through the end of construction
Become familiar with the requirements of Civil Rights as it pertains to construction
Learn the aspects of managing a construction project including documentation, payment, and other elements associated with ensure the project stays on schedule and within budget.
Learn and perform correct daily documentation
Perform workzone safety inspection tour with Safety Manager
Prepare, check and know the Measurement & Payment (M&P) for a Project
Prepare, check and know the Acceptance and Documentation Guide (A&D) for a Project
Measure, calculate, verify, and enter quantities for payment
Verify compliance with M&P and Time
Prepare, justify, and negotiate change orders in coordination with the Resident Engineer and Field Engineer
Learn electronic change order procedures and prepare a change order
Follow change order through final approval and processing
Construction Inspection
Understand multiple aspects of construction inspection and required certifications
Complete Inspector Qualification Program
Become familiar with asphalt paving, PCCP, and/or crusher operations
Become familiar with lab operations and associated testing procedures
Understanding the testing for pavement smoothness – disincentives/incentives
Trend material incentive/disincentive i.e. HMA gradation and compaction by money on daily basis
Perform Environmental Inspections
Understand certification requirements
Project Closeout
Assist with project closeout procedures
