House Bill 5: Foundation High School Program Overview

In 2013, the 83rd Texas Legislature established the new Foundation High School Program as the default graduation program for all students entering high school beginning in 2014-2015. The State Board of Education adopted rules related to the new Foundation High School Program in January 2014.

Requirements for a Diploma from Tulia High School

Students who entered grade nine in the 2014–15 school year and after must meet the following requirements to receive a high school diploma from the district:

1. Complete the required number of credits established by the state and any additional credits required by the district;

2. Complete any locally required courses in addition to the courses mandated by the state;

3. Achieve passing scores on certain end-of-course (EOC) assessments or approved substitute assessments, unless specifically waived as permitted by state law; and

4. Demonstrate proficiency, as determined by the district, in the specific communication skills required by the State Board of Education (SBOE).

Testing Requirements for Graduation

Students are required, with limited exceptions and regardless of graduation program, to perform satisfactorily on the following End of Course (EOC) assessments: English I, English II, Algebra I, Biology, and U.S. History. A student who has not achieved sufficient scores on the EOC assessments to graduate will have opportunities to retake the assessments. Tests are typically taken as follows:

English I ~ 9th Grade

English II ~ 10th Grade

Algebra I ~ 8th or 9th Grade

Biology ~ 9th or 10th Grade

U. S. History ~ 11th Grade
