Tier 1 means every student, every day. 100% of students in TTSD are guaranteed to have access to these universal and foundational practices, interventions and processes. All of our TTSD high leverage practices and systems can fit within one of three main buckets: PBIS, SEL, and Restorative Practices.
Tier 2 is a set of plug & play or preplanned interventions and responsive practices for a smaller set of identified students or group, approximately 5-15%. These students will still receive all of Tier 1 and are getting an additional layer of supports through Tier 2.
Tier 3 is a set of individual interventions and responsive practices for an even smaller set of identified students, approximately 1-5%. These students will still receive all of Tier 1 and 2, and are getting an additional layer of supports through Tier 3.
Language note: students are not a Tier 1 student or a Tier 3 student. We want to shift to perople-first language. Students receive Tier 1, 2, and 3 supports.
You may notice that our MTSS triangle sits on top of a plate labeled trauma informed and culturally and community responsive. A common misconception is that these are additional initiatives in our district. Instead, they are a lens in which we must filter all our systems; if a practice isn't trauma-informed, equity centered, or community and culturally responsive, it have no place in our MTSS.
