QUALIFICATION and MINOR PROGRAM
Social welfare officers are officials who provide consultation and advisory services at a social welfare office. A person who has completed at least three courses from among the “designated subjects related to the social welfare officer qualification” is eligible to be appointed as a social welfare officer. However, if you are not employed as a local public service employee, you will not be able to make use of this qualification. If you accumulate practical experience based on this qualification, you may be appointed as a child welfare officer, etc. Private welfare facilities often hire staff members from those who have qualification to be appointed as a social welfare officer.
Requirements to obtain the qualification
A person who has graduated from a university after studying courses related to social welfare (Article 19-1 of the Social Welfare Act).
Courses to be completed
Students wishing to obtain social welfare officer qualification must complete at least three courses from the designated subjects related to the Social Welfare Officer Qualification. By completing one of the designated courses related to the social welfare officer qualification offered at the University, you will be considered to have completed the relevant designated course.
The designated courses may vary depending on the Course and the academic year of enrollment.

Aims of ESP
According to the department's educational principle, ESP aims for students to develop the following competencies required for professionals who have an international perspective and take an on-the-ground approach.
(1) To use specialized knowledge in English (or other languages)
(2) To understand different regional cultures and customs with respect for cultural diversity
(3) To communicate in a non-Japanese language with local residents and people involved
(4) To consider and address various challenges with essential knowledge and on-site experiences
Students who apply for ESP can receive a certificate of completion separately from a diploma at the time of graduation if they meet the following requirements.
Certification requirements
If you want to receive official recognition of completion of this program, you must meet requirements (1) and (2) below before you graduate.
(1) Achieving the Gold rank in the Toyo Global Leader (TGL) Program
(2) Making a thesis presentation in English
How to apply
Applications are accepted any time until the end of the course registration period for the third semester. Please submit the application form through ToyoNet-ACE. However, eligible students must fulfill at least one of the following requirements in English proficiency at the time of submission.
450 or more in TOEFL ITP®
45 or more in TOEFL iBT®
480 or more in TOEIC® L&R (IP)
4.0 or more in IELTST™
English proficiency equivalent to the above
After acceptance of the application, students will go through an interview with ESP advisors and then be registered in the program. If you consider applying during the course registration period in the third semester, please submit your application well in advance, taking into account the period required for the interview. No fees are charged for application, certification, etc.
Advisor System
Each program participant will have an ESP advisor selected from among full-time faculty members. You can pursue your studies while consulting your ESP advisor on course registration, overseas training, overseas study, etc. You are required to submit regular reports on recent achievements, plans and other matters to your ESP advisor.

Aim of the Regional Design Program
The Regional Design Special Program (RDSP) aims to provide the following knowledge and abilities in line with the educational philosophy of the Department that are required for professionals who envision the creation of vibrant regional societies from a spatial perspective and emphasize the importance of working on the frontlines.
- Advanced expertise in regional societies as a spatial concept
- Ability to envision different scales of space, from buildings and blocks to districts and cities
- Ability to create plans at the frontline of the creation of vibrant regional societies based on the expertise and the ability to envision concepts spatially.
Students who enroll in this program are expected to continue working in this field after graduation at private companies, public organizations, NPOs and NGOs which are involved in the creation of vibrant regional societies, or working as consultants that specialize in this area.
Students who submit an application and fulfill the requirements below will be certified as a Regional Design Associate upon graduation and awarded the certificate together with a diploma.

Applications will be accepted at any time until the 4th semester course registration period. Please submit your application at ToyoNet-ACE. The application is available regardless of which seminar you attend. No application fees or certification fees are required.
