Colorado TIM Training Information
The 4-hour The National TIM Responder Training Program was developed by responders for responders, and was designed to promote consistent training of all responders to achieve the three objectives of the TIM National Unified Goal (NUG):
· Responder Safety
· Safe, Quick Clearance
· Prompt, Reliable, Interoperable Communications
Colorado continues to improve on this aspect that is the critical base for an effective TIM program.

TIM Team Workbook
The TIM Team Workbook was created as a cooperative effort between the Colorado Department of Transportation’s Division of Maintenance and Operations, Colorado State Patrol, and representatives from jurisdictions across Colorado. This workbook reflects recent experience of TIM Teams in Colorado and is intended to serve as a guide for TIM Teams at all levels of maturity to improve and make their programs more effective.
Information from this workbook has been used as a basis for many areas that will be presented at this year’s Colorado TIM Conference. TIM Teams throughout Colorado are encouraged to use this as they continue to find ways to increase their effectiveness by focusing on shared goals including:
Improve safety of first responders, patients, and the general public during incident response;
Explore strategies for minimizing exposure of first responders to active traffic;
Implement strategies through training, policy guidelines, procedural changes and TIM Plan updates;
Identify improvements to the physical infrastructure or programs that may reduce incident impacts on traffic.

TIM Team Name Designation
On February 21, 2020 at a meeting of the Colorado Standing Committee on First Responder Safety (CSCFRS), a governor created organization charged to identify and develop plans and actions to support first responder safety throughout Colorado, a vote was conducted and approved to change the name of Standing Program Management Teams (SPMT) to the new name of Traffic Incident Management Teams or “TIM Teams”.
This name change will help with branding opportunities and aligns the name with national TIM best practices.
Currently there two types of TIM Teams established across the state. (1) Interstate corridor-based teams, (2) area-based teams (non-interstate). The TIM Team name change will allow both types of teams to retain region specific names to differentiate between the different TIM Teams throughout the state, i.e. I-25 North TIM Team, La Plata County TIM Team, West Denver Metro TIM Team, etc.
Each TIM Team is encouraged to begin phasing out the term “SPMT” and replace with “TIM Teams”.

TIM TEAM PURPOSE: A TIM Team is a forum of collaborative members from public and private agencies to facilitate continuous dialogue about TIM best practices. They do this through collaboratively collecting data, creating and hosting mutually beneficial trainings, funding TIM programs, and sharing resources. These well-rounded, multi-disciplinary teams bring together their diverse experience to advance and implement TIM practices within specific areas of responsibility across the state.
