Executive committee members serve multiple year terms of service in providing direction and guidance to the Committee in executing its mission. The executive committee is responsible for:
Establishing guidelines, rules and procedures for the committee
Reporting on the committee’s work to the Homeland Security and All-Hazards Senior Advisory Committee (HSAC)
Directing the activities of the committee so they advance the mission and operate in alignment with expectations
Membership consists of 11 voting members comprised as follows:
- Colorado State Patrol (chair) - Emergency Medical Service
- Colorado Department of Transportation - Emergency Communications
- Local Law Enforcement - National Highway Traffic Safety Administration
- Fire Service - At-Large (four members)

Bob Fifer

Colorado Department of Transportation
Bob Fifer currently serves as the Deputy Director of Maintenance and Operations with the Colorado Department of Transportation. In this role he is responsible for the strategic planning, budgeting, developing policy and procedure focused on providing statewide oversight of highway operations, emergency & incident management, and resource response. He leads a statewide program that is designed to offer a seamless and sophisticated transportation infrastructure that incorporates current and evolving technology and communication technologies with the goal of improving incident and weather response, traffic conditions, minimizing accidents and delays, and increasing safety for all. In addition to his employment with CDOT, Bob also serves as an Arvada, CO City Councilmember since 2011.
Chief Todd Bowers

Chief Todd Bowers has spent 27 years with Denver Fire Department. He has risen through the ranks to the highest levels of leadership within the organization. He has also been a leader among fire chiefs, serving as the 2020 Metro Chief Section President for Colorado State Fire Chiefs. Chief Bower is an experienced board member and active participant in stakeholder processes and groups. Chief Bower desires to use his unique background and experiences to continue to give back to the people of Colorado.
Jennifer Kirkland
State 911 Program Manager
Colorado Department of Regulatory Agencies
Jennifer Kirkland, ENP, CPE, RPL, currently serves as the Colorado State 911 Program Manager. She has 22 years of experience in 9-1-1 Communications. She is a member of NENA's Education Advisory Board and a NENA instructor. She is also a senior consultant for Fitch & Associates, helping facilitate the Communications Center Manager (CCM) and Ambulance Service Manager (ASM) courses.
Assistant Chief Julie Arellano

Denver Health Paramedic Division
Assistant Chief Arellano has worked for Denver Health Paramedic Division since 2006. Her experience includes unified command experience for special events and high-profile scenes. In her work, Julie has seen a need for work addressing highway and roadside safety concerns. She brings a wealth of experience to the Executive Committee including perspectives of: front line personnel, public information officers, EMS operations, and incident command to this work.
Rob Mooney

Denver West Towing
Rob Mooney founded Denver West Towing in 1988. Denver West Towing is currently providing service for the general public, countless commercial auto repair facilities, Colorado State Patrol, Golden Police Department, and Colorado School of Mines. Mr. Mooney serves on the Towing and Recovery Professional of Colorado Board and was elected to the position of Treasurer. Denver West Towing has drivers that are TRAA and Wreck Master Certified and strongly believes in having new hires introduced to TRAA and Wreck Master training materials as well as having certified drivers.
Sergeant Richard Coisman

Sergeant Coisman is recognized as a Traffic Safety Champion with the Denver Police Department and is committed to safety for all citizens and first responders, especially while working across jurisdictional boundaries and in multi-disciplinary settings. Sergeant Coisman was awarded the Sergeant David Baldwin Award in 2016 for his committment to traffic safety. He has also been the recipient of MADD and CDOT awards for dedication to Outstanding Individual Dedication to Impaired Driving Enforcement (2019) and Dedication to Sebriety Check Points (2011). Sergeant Coisman has served with the Denver Police Department for over 28 years and brings a unique perspective to help continue the mission of the Executive Committee.
Assistant Chief Bob Olme
Division Chief, Support Services
West Metro Fire Rescue
Assistant Chief Olme has worked in the fire service for over 36 years. His experience includes responding to incidents in both urban and rural settings. Assistant Chief Olme also brings experience as a volunteer fire fighter to his work with the Executive Committee. Assistant Chief Olme’s leadership experience includes service as a Past President of Denver Metro Fire Chiefs and multiple change management efforts. He believes that “working an emergency on a roadway is the most hazardous thing we do as responders and I would hope to do whatever I can to make it safer for all of us.”
Andy Wilson
Deputy Division Administrator
Federal Highway Administration (FHWA)
Andy Wilson serves as the Deputy Division Administrator for the FHWA Colorado Division Office, which provides stewardship and oversight of the Federal-aid Highway Program in the state—partnering with the Colorado DOT and other local, state, and federal agencies in the delivery of highway programs and projects. He continually works towards supporting FHWA’s safety priorities and reducing transportation-related fatalities and serious injuries across the entire transportation system.
Before accepting his position with the Colorado Division in March 2022, Andy worked for nearly 20 years in the FHWA Iowa Division Office in various transportation engineering positions. Andy graduated from Iowa State University with a BS in Civil Engineering.
Gina Mía Espinosa-Salcedo
Region 8 Regional Administrator
National Highway Transportation Safety Administration (NHTSA)
Gina Mía Espinosa-Salcedo joined the U.S. Department of Transportation, NHTSA Region 8 staff in May 2002, and was appointed Deputy Regional Administrator in 2005. Following two special assignments in Boston and Washington, D.C., Gina was selected as NHTSA’s Region 8 Regional Administrator in 2016. Prior to working for NHTSA, Gina conducted behavioral cancer prevention research and developed partnership programs for the Department of Health and Human Services National Cancer Institute. Gina holds a Master of Public Health degree from Boston University with concentrations in Social and Behavioral Science and Health Services and Management.
Doug Rex
Executive Director
Denver Regional Council of Governments (DRCOG)
Douglas Rex was named executive director for the Denver Regional Council of Governments (DRCOG) in October 2017. Rex joined DRCOG as the director of transportation and planning operations in 2013, leading programs and planning for Denver metro area serving 2.9 million people. During his time in this role, Rex guided the programs and allocation of federal funds to projects that support multimodal systems, including roadways, transit, bicycle and pedestrian facilities, traffic signal timing and commuter choice. Prior to joining DRCOG, Rex brought with him 17 years of progressively responsible planning and leadership experience.
Jennifer Tibbits Knudsen
Traffic Safety Resource Prosecutor
Colorado District Attorneys' Council
Jennifer Knudsen is Colorado’s Traffic Safety Resource Prosecutor (TSRP). She works for the Colorado District Attorneys’ Council, which represents Colorado’s elected district attorneys. She served as a prosecutor in Arapahoe and Douglas Counties in the Eighteenth Judicial District Attorney’s Office. Jennifer produces training programs to tackle cutting edge issues in the area of impaired driving for prosecutors, law enforcement, and other prosecutorial partners. She is a resource to traffic safety professionals in‐state and nationwide, produces and edits the Colorado Prosecutors DUI Manual, works on state and federal legislation related to traffic safety issues.
