"What is a normal vs. expert instance?"
In Rift you can set the difficulty of 5-man instances (aka dungeons)
as "normal" or "expert". Expert versions of the same instances are
substantially more difficult.

"What is this about tiers in instances/dungeons?"
When the group leader sets an instance to the expert level it
is considered either a T1 (tier1) or T2 (harder tier) instance
depending on which instance/dungeon it is.
Here are the dungeons that are Tier 1 (T1) when set to the
expert level in a debatable order of difficulty starting with
easiest:

KB King's Breach Scarwood Reach

RoTF Realm of the Fae Silverwood
Here are the dungeons that are Tier 2 (T2) when set to the
expert level in a debatable order of difficulty starting with
easiest:

CC Charmer's Caldera Shimmersand
DD Darkening Deeps Gloamwood
DSM Deep Strike Mines Stonefield
Having said that, tank experience with a particular instance can
have more to do with its ease than any arbitrary order :).
Even though among normal level instances RoTF is the easiest,
it is at this time generally considered the most demanding at the
expert level.
For example, an expert T1 is much more difficult than a normal
non-expert T2.
"Expert instance/dungeon award plaques"
In addition to the loot you get from EXPERT dungeons every boss
kill leads to a "plaque" which can be used to buy near-epic loot
from the big Inn in Sanctum.
It seems most everyone learns this one too late to take most
advantage of it! Dungeon Dailies are quests you get from the big
inn in Sanctum and with them you can as much as double or
more the speed with which you earn plaques :).
There are 3 levels of quality of plaque rewards (mostly armor) for
each class. Each level has a NPC in that Sanctum inn selling
that level of armor.
"Thoughts about expert instance/dungeon runs"
For expert instance runs you will almost always want off-healing,
for example another cleric or a chloro mage or bard rogue set-up.
